He's welcoming the progress but tucking three conditions inside the congratulations:
Hormuz must reopen with unconditional and unrestricted freedom of navigation
Iran must never develop a nuclear weapon
A long-term diplomatic settlement must be reached, not just a ceasefire
Since Brits no longer pay attention to anything he says, why he thinks Iran or Trump will is beyond me

According to Al Jazeera, the Iran deals includes unfreezing billions in Iranian funds, lifting U.S. blockade, pulling U.S. forces away, reopening strait of Hormuz though with tolls to Iran, and allowing Iran to keep its enriched uranium. This would be a total U.S. surrender.

Iran has reached a memorandum of understanding through Pakistani mediation.
Now it's Washington's move.
The MoU covers:
- End to the war
- Lifting the siege
- Reopening the Strait of Hormuz
- Full withdrawal of U.S. forces from the war zone
Nuclear issues are deliberately left out for now. If the MoU takes effect, nuclear talks begin 30 days later.
Iran's position is clear: "Iran cannot make more concessions than those stipulated in the memorandum of understanding."
Pakistan brokered what months of pressure couldn't. The framework exists. The question is whether the U.S. signs on.

The memorandum of understanding does not include nuclear issues because they are complex and require sufficient time for negotiation. After 30 days of the signing of the memorandum of understanding, a door to nuclear negotiations could be opened. It was planned that the Pakistani army chief [Asim Munir] would announce the memorandum of understanding in Tehran, but he left to coordinate with Washington. The state of Qatar played a key role in drafting the memorandum of understanding, and there was communication between the mediators and Washington. America is now negotiating with China as a peer, not a dominant power.
In 2013, Obama went to California to meet Xi as the leader of the unipolar world, welcoming a rising China into an American-built order on American terms.
In Trump's first term, he banned Huawei, weaponized semiconductors, and reframed the entire Pacific around containing China.
This week, Trump flew to Beijing, accepted a personal tour of the Temple of Heaven, showered Xi with praise, and left touting soybean deals instead of demanding much more.
At this point, Trump needs Xi more than Xi needs Trump, and Beijing extracted maximum symbolic value from that leverage.
Obama tried to integrate China into the American order, Trump's first term tried to break it, Trump's second term is accommodating it.
That isn’t a negotiating strategy, it’s acceptance of a new world order.

Trump after the meetings wrapped at Zhongnanhai: "We've settled a lot of different problems that other people wouldn't have been able to solve." But Trump made clear his patience with Tehran is running out. "They should make a deal. I am not going to be much more patient." Trump said the uranium hunt was "more for public relations than anything else." He immediately added "the other thing we could do is bomb it again" and "I would feel better getting it."
