This happened before, in 2008 there were massive amount of students waiting to go on trade training while in Borden. There were role calls parades of 2000 students which took over 1 hour. Then, they had nothing to do. The staff attempted to get a few some work at units that matched their occupation, but it was not always feasible. I would like to see how many disciplinary issues have occurred. Now lets look at security clearances. In 1998 i was appointed as security clearance coordinator. Back then, the Unit I was in was behind by 200 application just to fill the forms. The security clearances still took a long time just to reaffirm their clearances. And that was for Canadians. Now add in foreigner to the package. Attempting to contact foreign people and organizations will take a lot more time. You may not even be able to trust that specific institute.
