James Mugoya Isabirye: Ugandan Tycoon Behind Kenya’s Landmark Projects James Mugoya Isabirye is a Ugandan-born engineer and billionaire businessman known for shaping some of Kenya’s most iconic buildings. As the founder of Mugoya Construction & Engineering Limited, he played a major role in delivering landmark infrastructure across the country. Widely regarded as one of the most politically connected contractors of his time, Mugoya secured several high-profile government projects during the era of former President Daniel Arap Moi. His company became synonymous with large-scale developments that defined Kenya’s urban landscape. Among his most notable achievements are the construction of Times Tower and the National Social Security Fund (NSSF) developments in Embakasi. These projects remain key symbols of Kenya’s economic and institutional growth. Born in 1950 in eastern Uganda, Mugoya began his education at Bulyansime Primary School before joining Iganga Boys. He later attended King’s College Budo, one of Uganda’s most prestigious schools. His academic journey took him to the University of Nairobi, where he earned a Bachelor of Science degree in Civil Engineering. He graduated on October 26, 1971, in a ceremony presided over by Jomo Kenyatta. While at university, Mugoya reportedly built close ties with one of President Moi’s sons, a connection that would later influence his business trajectory. Shortly after graduation, he founded Mugoya Construction & Engineering Limited and quickly secured major contracts, including the construction of the NSSF building and Hazina Estate. In 1992, Mugoya was awarded the contract to build the 40-storey Times Tower, then the tallest building in Kenya. The project was financed by the Central Bank of Kenya and the government, cementing his reputation as a leading contractor in the region. His portfolio also includes the construction of Moi High School - Kabarak, Kabarak University, and the Kisumu Provincial Headquarters, further highlighting his influence in both education and public infrastructure. In 1995, the NSSF awarded his company a contract to build 265 houses in Karen, alongside an administration block, clubhouse, and kindergarten. However, the project stalled due to delays in approvals from the Nairobi City Council. Years later, in 2012, Mugoya received KSh342 million as an out-of-court settlement, after initially claiming KSh633 million. Today, James Mugoya Isabirye remains a notable figure in East Africa’s construction industry, remembered for his role in shaping Kenya’s skyline and infrastructure during a transformative period.

Government Proposes 6% Withholding Tax on Entertainers’ Concert Earnings The government of Uganda has proposed the introduction of a 6% withholding tax on income earned by public entertainers from concerts. According to the Minister of State for Finance, Planning and Economic Development, Henry Musaasizi, the tax will be deducted at the source by event organizers before payments are made to artists. The move is aimed at strengthening tax compliance within the entertainment industry by ensuring that revenue generated from performances is formally captured. If implemented, musicians, comedians, and other performers will receive their earnings after a 6% deduction, which will be remitted directly to the tax authorities. 📹: @ubctvuganda #ErichMboowaReports

Observation: Over 54% of Uganda’s artists depend on live performances as their primary source of income. For years, Uganda led the East African region in hosting frequent, multi artist events especially during peak seasons like Easter and Christmas. Back then a single artist could perform at up to seven shows in one day, driven by high demand and a vibrant events ecosystem. But this Easter weekend tells a different story. There are noticeably fewer concerts and large scale events happening across the country. This isn’t just a seasonal dip it raises a bigger question about the health of Uganda’s live music economy. If live shows have been the backbone of ug artists earnings, what does this decline mean for the music industry, URA, Tourism, Beverage companies(Beer and soda), media and other beneficiaries from these live events.
