HE is responsible for that runway. HE cleared the jet to land on it. And HE cleared the trucks to cross it.
There is nothing the NTSB is going to find that relieves him of that.

Listen to the ‘pause’ before the ATC controller gave Truck 1 permission to cross the active runway. He obviously checked the spacing of the jet to the intersection where the truck crossed — and it was permissible. If in fact they touched down fast, which happens, that was the reason why the controller said “STOP, STOP, STOP.”
