Whenever you design a tax rule with a clear cut-off, people will naturally organise their behaviour around it. If the objective is to strengthen government revenue while keeping things fair, there may be better options: •Keep the threshold simple and modest so there’s less room for manipulation. •Apply a small flat processing fee on all imported packages, so at least some revenue is collected across the board. •Focus on policies that strengthen local production and businesses, making it easier for Jamaicans to produce and sell competitively. Good policy works when it recognises one basic truth: people respond to incentives. Ignore that, and the revenue you expect often disappears.
