Finance Minister Highlights Shift to Outcome-Based, Private-Capital-Funded Skills Development as Pakistan Launches First Skills Impact Bond
Pakistan today marked a major milestone with the launch of its first-ever Pakistan Skills Impact Bond (PSIB), a private-capital-funded initiative backed by a Ministry of Finance guarantee to operationalize the initial tranche of a three-year Technical Skills Development Programme.
The PSIB introduces a shift from traditional input-based public spending to an outcome-driven model focused on certification, job placement and sustained employment, while leveraging private sector participation to support skills development and human capital growth.
Speaking at the launch ceremony, Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb described the initiative as a transformational step in Pakistan’s economic reform and human capital strategy. He emphasized that realizing Pakistan’s demographic dividend depends on large-scale upskilling and reskilling of youth, and noted that key digital and high-value skills offer significant earning potential for Pakistani workers.
The Finance Minister highlighted that the PSIB is part of a broader move toward evidence-based and accountable social spending, aligned with the Government’s Social Impact Financing Framework, which prioritizes education and human capital development. He also underscored the importance of gender inclusion, welcoming the target of significant female participation in the programme.
He noted that the Ministry of Finance’s guarantee is intended as a catalytic, proof-of-concept measure to crowd in private capital, with a clear roadmap toward reduced reliance on government backing over time. Senator Aurangzeb congratulated NAVTTC, development partners, and private sector stakeholders for advancing this landmark initiative.
Earlier, Executive Director NAVTTC Muhammad Amir Jan described the PSIB as a defining moment in Pakistan’s skills ecosystem, reflecting NAVTTC’s transition toward a demand-driven, outcome-based approach. Federal Minister for Education and Professional Training Dr. Khalid Maqbool Siddiqui also addressed the ceremony, emphasizing the importance of coordinated action for national development.
Representatives from partner institutions, including the Bank of Punjab, British Asian Trust and FCDO, also shared perspectives on the programme, while concluding remarks reaffirmed the commitment to delivering measurable outcomes through the Pakistan Skills Impact Bond.
