When I was around 11-12 I was with a few cousins and we crawled through a storm drain into a watershed creek bed
in the middle of was a grove of trees, and there was a discarded hot water tank, fridge, various mechanical parts
And a massive amount of porn magazines
They were halfway disintegrated and had spilled out of a large cardboard box
I always wondered how they got there, and WHY?
What compels someone to take their entire porn collection, hike into a remote area, and then leave it there?

I thought this was just an American thing. You can literally ask any American male millennial about this. I can almost guarantee that he has a story where he or someone he knew, discovered a cache of porn in the woods. It’s usually in a suitcase or briefcase. Or just dumped in a massive pile. This was just a standard side quest.

Take census, digitize all property records, shift property law to American ones. Govern it with Federal court system
Its challenging, but the precedents are there
The real question is in making the deal itself

@AJA_Cortes Right and title to property is very hard to maintain in MX with favorable squatter laws and corrupt judges. The minute this happens it becomes some of the most high value real estate on the planet. Epic legal battles would ensue.

IMO more feasible to draw a new state border below SLO - libs/commies keep NorCal, we get an emergent SoCal hardtech economy, military infra, and a population of illegals willing to exchange a multi-year labor commitment for US citizenship during buildout phase The 51st state, Southern California - fueled by nuclear, desalination, real estate, and hardtech. Every Mexican citizen living in Baja receives dual U.S.-Mexico citizenship, plus a $50,000 investment account. Then America gets to work: world-class infrastructure, deep-water ports, desalination, nuclear energy, housing, universities, and industry. Tijuana and Mexicali could become major reindustrialization zones. In return, the United States gains nearly 1,800 miles of some of the most spectacular coastline on Earth and the chance to build the great new economic region. Is this a crazy idea? Of course. But so was the Louisiana Purchase in 1803.

An acquisition of Baja could be done to through a consensual bilateral treaty.
Use the Puerto Rico territorial tax model, the territory would transition into a self-governing US commonwealth.
Craft an agreement guaranteeing that residents retain their Mexican nationality while with offer of fulo US citizenship

The only real challenge would be figuring out taxation, which Social security system remains, but it can be worked out.
Model it on Section 933, 4% rate for corporations, zero capital gains on qualifying investments
Mexican citizens that live in Baja are now considered non residents of Mexico, and/or give them a foreign tax credit.
Mexico gets a long term multi-trillion-dollar sovereign wealth endowment, immediate assumption of defined public debt, and guaranteed co-management of the Gulf of California and regional water resources, the water issue could be fixed with large-scale desalination facilities
The USA gains 55,000 square miles pacific coastline, deep-water ports, and a hyper-productive, low-tax manufacturing base.
The cartels could be handled. A joint military transition strategy and quarantining the peninsula with "Hold the ground" strategy and mass incarceration of cartel members would clean it up.

How the USA got Mexican land. The USA actually paid Santa Anna for the land transferred to the USA (it wasn't cheap). It wasn't just "stolen". Santa Anna took the money. In addition, the USA assumed all debts that the Mexican government owed to American citizens. This was all laid out in the legal and binding treaty of Guadalupe Hidalgo. Also all Mexican nationals living in the newly ceded territories were offered American citizenship. Six years after the peace, the USA offered to buy more of Mexico - the Gadsden purchase which is now southern New Mexico. Santa Anna WANTED to make the Gadsden deal. So the land handed over by Mexico was 100% legal. Not just conquered.

I’m convinced this is one of the most undervalued plots of land in the world. If Mexico turned Baja into a special economic zone with privileges for international investment and long term land rights, and massively increased security, we are talking of trillions in investment in the coming decades. Imagine how many Californians would move south.
