I have uploaded vip-manager 2.1.0 as vip-manager2 to Debian now. This supports the V3 etcd API, while 1.x is still around for the V2 API. Unfortunately, it seems it won't make it into Debian's next release due to the freeze, but packages are available at apt.postgresql.org
