Here's our org in a single Tweet: M:d: Customer energy data is theirs. Utilities as stewards have an obligation to serve the public by facilitating data portability Utilities: No. Possession is 9/10ths of the law, so...<running down clock> M:d: See you at the hearing!

One of California's interesting attempts to get rate IDs more seamlessly to appliances like water heaters. The QR codes are supposed to identify your correct rate plan, which can be more easily shared with devices.

@TKavulla @ComEd Old thread, but....Travis, do you have an ICC docket # for the decision requiring utilities to settle wholesale load to customer demand as measured by AMI?

3. @ComEd & Illinois regulators have worked to ensure that Advanced Metering is configured to actually settle to our customers' actual demand -- not a load profile. Needless to say, Base only can make investments that flex demand if that activity is actually acknowledged.

Delighted to announce @basepowerco has received its first state license to operate as an electricity retailer outside Texas. We're heading to Illinois! Thank you @ILCommerceComm for approving our application! Let me explain why we're heading to the Land of Lincoln🧵

SoCal Edison, when asking for $3.5 billion for AMI v2.0: Cybersecurity is no problem! No worries! SCE when third parties ask for customer data: AMI v2.0 presents grave cybersecurity risks! 🤷‍♂️

@mattyglesias Only 11% of Americans are on dynamic pricing, despite 15+ years of advanced meters. State regulators are very hesitant.

LG&E continues to lie about its Green Button Connect in its annual AMI report. LG&E admitted to us that it DOES NOT have GBC, but it's happy to tell the KY PSC otherwise.

Per four sources, Gov. Josh Shapiro sent a letter to an unknown number of "utility leaders" yesterday asking for more cost-effective financing and more transparency when requesting rate hikes. His office does not exercise control over rates but does hold a vast bully pulpit.

We filed a motion to dismiss SDG&E's $825M AMI v2.0 application because it said nothing -- zip, zero, zilch -- about compliance with real-time usage data orders. SDG&E's response? "The rules are malleable when we say they are malleable."

@hasannazar There's also just garden-variety incompetence. The IRA's energy efficiency rebates and Smart Grid Investment Grants were a disaster.

My hot take: Democratic administrations have been too quick to bench practitioners out of a misplaced fear of the optics of regulatory capture. I’m unconvinced voters care — and in exchange, you forgo expertise that would materially improve implementation.

3 Biden staffers who worked intimately on the Inflation Reduction Act tax credit rollout have a big post-mortem out today, with lessons like... - help the govt compete for talent! - maybe don't base tax credits on LCA! - clarify policy goals! more: heatmap.news/politics/infla…

This is such an insane scam! The fact that it happened FOR ELEVEN YEARS is also a huge indictment of PJM and the market oversight it implements. It's also yet another example of how markets that depend on counterfactuals practically beg for fraud. Relevant to carbon offsets, demand response, and energy efficiency alike...
Travis Kavulla@TKavulla

For those who haven't followed this: This outfit went to the likes of box stores, & said "Hey, here's a shiny penny if you sell us 'energy efficiency credits', a concept we invented, but anyways they represent the intangible attributes of energy efficiency emergent from those lightbulbs you are selling" Box Store VP: "wtf are you talking about but, free money, ok??" Then the outfit turned around and sold that intangible credit as capacity (an intangible commodity!) in PJM.

@TKavulla Yup. And also these problems would disappear if we settled to site-level meter data. All of the magic tricks of "deemed energy savings" should be kicked out of wholesale markets!

Putting aside the details of this case, it points to why energy efficiency and demand response -- whose work can be rather ephemeral (it is always a question of the counterfactual!) -- probably should live on books of someone who owns the incentive to reduce supply costs, which is to say the demand side of the market. Retailers have every reason to pay for EE/DR if it works, and every reason not to pay for it if it doesn't. Which cannot always be said for the "market" constructs & utility programs where we find this stuff cropping up!

A big problem in the Texas electricity market: Residential customers can do exactly the same thing in terms of reducing their demand as industrial customers but not reap the same reward. @OctopusEnergyUS @teslaenergy @GotRhythmHQ & @basepowerco team up today to propose a reform:

@DonaldNorcross @GovSherrillNJ Not for 20 years it won't. Any serious effort to reduce electric bills must start with a simple question: Why are NJBPU's dockets addressing this precise problem languishing for 4+ years? Just govern already. x.com/mission_data/s…
Mission:data@mission_data

Adding new generation is fine, but it will be twenty years before this policy makes any impact in NJ. Meanwhile, a BPU docket has been languishing SINCE 2022 (EO20110716) that would give VPPs access to energy data, reducing peak demand.

Congressman Donald Norcross 🇺🇸
Happy to see @GovSherrillNJ continue to focus on bringing down the cost of utilities by lifting the mortorium on new nuclear plants. Her action this week will provide an economic boost to South Jersey and result in more clean, reliable, and affordable electricity for the state.
Governor Mikie Sherrill@GovSherrillNJ

New Jersey is uniquely positioned to lead on nuclear energy. By ending a 50-year moratorium on new nuclear power and launching a Nuclear Task Force, I’m setting the stage for us to get it done.

5) We must remain vigilant. Demand evidence, scrutinize affiliate transactions, require competitive bidding on cybersecurity assessments. Don't let utilities jump to rash conclusions. Otherwise, it's just arbitrary @AttributionDice.

4) Watch out for self-interested cybersecurity consultants that are utility affiliates. This is the "self-licking ice cream cone." Dragos writes scary-sounding reports, Xcel hobbles data access, and Xcel shareholders get payouts from Dragos's IPO or acquisition.
