देश की तमाम महिलाओं को संबोधित कर मैं उन्हें यह संदेश देना चाहता हूँ कि - कल संसद में तीन विधेयक पारित होने थे 1. संविधान (131वाँ संशोधन) विधेयक, 2026 2. परिसीमन विधेयक, 2026 (Delimitation Bill, 2026) 3. ⁠केंद्रशासित प्रदेश विधि (संशोधन) विधेयक, 2026 (Union Territories Laws Amendment Bill, 2026) इसमें नारी कहां है ? शक्ति कहां है ? वंदन कहां हैं ? एक भी बिल महिलाओं के नाम पर नहीं है, एक भी बिल में महिलाओं का उल्लेख नहीं है और सरकार तमाम Narrative महिलाओं के नाम पर चला रही है। मतलब साफ सा है कि सरकार महिलाओं को आगे करके परिसीमन करवाना चाहती है। एक दूसरा Perspective भी है। जिस पर चर्चा कर लेना बहुत जरूरी है। अगर महिलाओं के साथ राजनीतिक न्याय करना ही चाहते हो तो एक तिहाई क्यों ? बात तो बराबरी की होती है ना ? बात तो आधी आबादी के आधे हक की होती है ना ? "दो न्याय अगर तो आधा दो" जब न्याय करने की ही नियत है तो बराबर का न्याय क्यों नहीं ? बल्कि इसके बाद तो ये तय हो जाएगा कि महिलाओं के पास सिर्फ एक तिहाई हक ही सुरक्षित है, बाकी के सब हक पुरुषों के लिए रहेंगे। आधी आबादी को बराबरी का दर्जा दिलाने की बहस में ये कैसा न्याय कर रहे हो ? अभी किसने रोका है राजनीतिक दलों को ऐसा न्याय करने से ? पहले वे अपनी पार्टी में खुद तो ऐसा कोई संविधान लेकर आएं। ये तय करें कि वे महिलाओं को 50 प्रतिशत टिकट देंगें। सब हक संविधान से ही तय होंगे तो राजनीतिक दल महिला हितैषी होने का दंभ क्यों भरे फिरते हैं? मुझे समझ नहीं आता डेमोक्रेटिकली हम मेच्योर हो रहे हैं या रिवर्स हो रहे हैं। 1950 में गणतंत्र की स्थापना के साथ इस महादेश ने मानवाधिकारों की दिशा में 20 वीं सदी की सबसे महान घटना को अंजाम दिया था। वो महान घटना थी महिला - पुरुषों को एक साथ मतदान का अधिकार देकर। यानि 100 फीसदी आबादी के साथ मुकम्मल इंसाफ कर दिया। लेकिन प्रजातंत्र के अगुवा देशों ने ऐसा नहीं किया। अमरीका को प्रजातंत्र की स्थापना के बाद 119 साल लग गए महिलाओं को मतदान का अधिकार देने में और ब्रिटेन जो खुद को प्रजातंत्र का जन्मदाता मानता है, उसे 300 साल लग गए महिलाओं को मताधिकार देने में। दूसरी तरफ हमारा प्रजातंत्र था जिसने महिलाओं को बिना खून का एक कतरा गिरे खुले दिल से मताधिकार का हक बराबरी से दे दिया। जिस देश ने अपने प्रजातंत्र की स्थापना के साथ ही मानवाधिकारों की दिशा में सबसे महान उदाहरण प्रस्तुत किया हो वहां 21 वीं सदी में संसद उन्हें एक तिहाई तक समेट देने के लिए कानून ला रही है। यह कितनी वाहियात किस्म की बात है। थोड़ा और गंभीर होइए और देखिए महिलाओं को ऐसे कोटे कौनसे देश दे रहे हैं। वे देश जहां महिलाओं के अधिकारों का सबसे अधिक दमन हो रहा है। अफ्रीका, सूडान, बांग्लादेश, पाकिस्तान जैसे देशों में महिलाओं को ऐसे राजनीतिक कोटे अधिकार कहकर बांटे गए हैं। ये सब वे देश हैं जो G 20, G 7 जैसे समिट में नहीं बैठते। ये सब वे देश हैं जो चांद और मंगल पर अभी नहीं पहुंचे। ये सब वे देश हैं जहां के मानवाधिकार कानून विश्व समाज की दृष्टि में आदर्श स्थिति में नहीं हैं। अब सोचिए हम मेच्योर डेमोक्रेसी की तरफ जा रहे हैं या रिवर्स हो चुके हैं ?

To be very honest it's prima facie Surprising that 131st Constitutional Ammendment Bill failed. Without that, 1. There's freeze for delimitation till new census is taken up and completed by 2026-27. 2. No of loksabha seats remain capped at 550 3. Women's reservation cannot be implemented without delimitation based on latest census. According to constitution, the next delimitation will be based on latest population census and will consequently lead to southern states loosing the seats at loksabha. For southern states, the deal given by Modi govt where the proportion of seats remain constant even if there's increase in total no of Loksabha seats to 850 was the best deal they could have gotten. There's no escaping that Modi govt was clearly willing to make the concession which was in fact leading to decrease of value of vote for average north indian IMHO, this kind of appeasement will lead in due time to increased north-south conflicts and should be avoided of possible. With this bill defeated in parliament modi govt has following options- 1. Proceed towards delimitation according to constitutional requirements, probably without increasing the number of seats which will lead to southern states loosing some of their representation in Loksabha. But this has potential to create a law and order situation due to threat of blackmail mainly by Tamilnadu and Kerala and disturbances further multiplied by congressi machinations. 2. Proceed to delimitation based on latest 2026-27 census but with increased no of seats ( it will require ammending article 81 Which will again need 2/3rd of votes in LS,afaik ) In both of the above cases, southern states loose loksabha represenatation compared to what was there before. 3. Government continues to freeze the delimitation and pushes the delimitation exercise into the future. But option 3 won't be chosen as Modi government will not waste this chance to gerrymander and recreate the political boundaries to suit it's own interests.

🔴 From Lok Sabha Debates (August 21, 2001) T.M.Selvaganapathi (MP) speaks on behalf of AIADMK on the 91st Constitutional Amendment Bill that proposes to freeze 1971 census for 25 years (till 2026). He says that the Delimitation is a punishment for Southern States for successfully following population control measures & further emphasises that the FREEZE WILL HAVE TO CONTINUE even after 2026, because without a proper National Policy to control population in the country, a Delimitation in 2026 would still penalise the well performed Southern States by reducing its rightful share in the parliament. This was Jayalalithaa's AIADMK back in 2001, which stood firm for TN's State Rights. Now all we have is a cowardly repulsive BJP stooge @EPSTamilNadu as AIADMK, who shamelessly bows down to BJP & now invites our TN also to bow down by accepting their verbal "offer".
