The Special Investigating Unit (SIU) welcomes the two judgments handed down by the Special Tribunal, which reviewed and set aside unlawful contracts awarded by the Mpumalanga Department of Health during the COVID-19 pandemic. The contracts, valued at R1,080,000.00 for 60,000 surgical masks and R13,297,500.00for 150,000 protective medical jumpsuits, were declared constitutionally invalid, unlawful, and void.

Robert Gumede’s bid for Tongaat-Hulett overshadowed by explosive SIU probe
Businessman Robert Gumede, the face of the Vision Sugar consortium trying to wrest control of debt-ridden sugar giant Tongaat-Hulett Limited, is now battling serious legal heat over one of South Africa’s most contentious Covid-19 procurement deals, amaBhungane reports.
Im a report by amaBhungane, they stated that Gumede has pitched himself as a white knight ready to rescue Tongaat-Hulett from collapse - but the amaBhungane investigation reveals he remains deeply embroiled in a Special Investigating Unit (SIU) case tied to a R514 million PPE tender awarded by the South African Police Service (SAPS) in 2020.
amaBhungane indicate that according to the SIU, Gumede’s involvement wasn’t just peripheral. The unit claims he “induced the SAPS to grant the contract to [Red Roses Africa] through a fraudulent misrepresentation” and was central to negotiations that allegedly resulted in grossly overpriced supplies, mostly hand sanitiser.
Red Roses Africa, the company that secured the emergency contract, is run by Gumede’s nephew, Blessing Qwabe - and the SIU wants the Special Tribunal to review and set aside that deal. Prosecutors are seeking repayment of R390,754,000 - described as ill-gotten gains - plus interest from Gumede, Qwabe and Red Roses within 30 days of a successful order.
In response, legally appointed representatives for Gumede and associated companies have fiercely rejected the allegations. As amaBhungane notes, Mario Pillay, a group executive in Gumede’s Guma group, called the SIU’s version “scurrilous” and questioned assertions that Gumede was a key player.
The SIU’s lead investigator, Jackey Mathabathe, fired back, saying Gumede was “instrumental in initiating the process regarding this contract and he spearheaded it in all respects”, adding that evidence showed the transactions benefited him, his family and related business interests.
Red Roses hasn’t gone quietly either. The company insists its involvement was dragged into “internal institutional conflict within SAPS” during emergency procurement, calling itself the “innocent victim of a battle between two elephants”.
The saga has already spilled into another forum: the Competition Tribunal, which is hearing a separate excessive-pricing case after regulators flagged a 236 % markup on 90 000 huge containers of sanitiser supplied under the SAPS contract. That hearing is scheduled for October 2026.
Yet, amaBhungane highlights how tangled the drama has become — from conflicting SAPS affidavits and internal police disputes to allegations that cash from the PPE deal funded luxury purchases, including a R4 million Lamborghini.
With the SAPS, the Competition Tribunal and business rescue battles all intersecting, Gumede’s controversial bid to steer Tongaat-Hulett out of business rescue now comes with a very public and high-stakes legal cloud hanging over it.

I got there at 9. I was helped at 13:30.she was bringing people from outside and pushed them in front of the queue.
The other guy said to me that he gave her something to drink and she helped him quickly. So clearly if you don't have tjotjo you won't get help. Today I must go back because I was told the system is giving problems, simply because I didn't pay anything. But after I was told that I saw them continue working.
