Obituary: Dr. Abdulai Osman Conteh

Dr. Abdulai O. Conteh, a towering figure in #SierraLeone’s legal and political spheres, departed from us on the morning of August 2, 2024, in #Freetown, just days shy of his 80th birthday.
Born on August 5, 1945, in Rogbere, Gbinleh Dixon Chiefdom, #Kambia District, Dr. Conteh was a proud member of the Susu ethnic group. His early education in Freetown at Albert Academy and Fourah Bay College set the stage for an illustrious academic journey in the United Kingdom, where he earned a Ph.D. in International Law from @Kings_College, #Cambridge (1974), an LLB (Hons) from King's College, Cambridge (1971), an LLM from #London University (1971), and a Barrister-at-Law qualification from @lincolnsinn , London (1970).
Returning to Sierra Leone in the early 1970s, Dr. Conteh began his legal career at the Law Officers Department before moving into private practice and academia, teaching law at the Sierra Leone Law School. Like Professor Henry Mathew Joko-Smart, who passed away just days before him, Dr. Conteh was a pioneer of legal education in Sierra Leone.
Dr. Conteh’s political journey with the All Peoples Congress (APC) party saw him serve with distinction in numerous high-ranking positions. These included Minister of Foreign Affairs (1977–1984), Minister of Finance (1984–1985), Attorney-General and Minister of Justice (1987–1991), and First Vice-President and Minister of Rural Development (1991–1992). He was a dedicated Member of Parliament for #Kambia District from 1977 to 1992. Despite a few political blemishes, his contributions to public service were significant.
In January 2000, Dr. Conteh assumed the role of Chief Justice of #Belize, a position he held until 2010. His tenure was marked by landmark rulings that upheld the common law doctrine of aboriginal title and recognized Maya customary land tenure, significantly impacting Belize’s legal landscape.
Dr. Conteh’s judicial service extended to appointments as a Justice of the Court of Appeal of the #CaymanIslands (2008) and the Court of Appeal of the #Bahamas (2010-2015), where he continued to demonstrate his unwavering commitment to justice and integrity.
Dr. Abdulai O. Conteh’s life was a testament to the principles of justice, integrity, and excellence. His contributions to the legal field and his service to Sierra Leone and the international community have left an indelible mark. His wisdom, values, and commitment to fairness continue to inspire all who had the privilege of knowing him.
In celebrating Dr. Conteh’s remarkable life, we honor his dedication to justice, his exceptional legal acumen, and his steadfast integrity. His legacy serves as a guiding light for future generations, exemplifying the highest ideals of honesty, fairness, and dedication to the rule of law.
Sierra Leone has lost a giant and a legal luminary! He has left an indelible imprint in the law profession that will never be erased even if they try. The people of Sierra Leone & Belize will attest to this.
Dr. Abdulai O. Conteh will be remembered as one of the father’s of multi-party democracy in Sierra Leone for his role in re-writing the 1991 constitution which replaced the draconian one-party state constitution that SLPP’s Albert Margai introduced.
His last fight to save democracy was 2023 before the June 24th elections when he represented Sierra Leoneans at the courts to fight against the fraudulent P.R system of elections that was introduced by the corrupt politicians in SLPP & APC.
I can still remember when he said “ We should be careful with the kinds of decisions the court will pass as they will threaten the peace & security of a post war nation like Sierra Leone.” He also used the word that many Sierra Leone’s will always remember during his closing arguments, which was - “Alacrity”
Also, be reminded that President Joseph Saidu Momoh, was, is and will remain the father of democracy in Sierra Leone because it was during his tenure that he gave the directive to professionals like Dr. Abdulai O. Conteh to re-write a multi-party constitution that meets the aspirations of Sierra Leoneans.
May their souls rest in peace & Sierra Leoneans were blessed to have them as fathers of our new democracy.

A hero, legend, true patriot & an icon of emulation, Dr. Abdulai O. Conteh has fallen. He was a legal luminary & a great politician who served as V. President of SL under Pres. J.S. Momoh before he was ousted by the khaki boys (led by Strasser, Bio, SAJ Musa, Sahr Sandi) etc😭🙏
Before joining the current government, Kandeh Yumkella described the suspension of the Auditor General as "another nail in the coffin of accountability and democracy." Now, with the recommendation for her removal following the tribunal's report, where is Kandeh Yumkella's outrage? His silence speaks volumes about the lengths politicians go for political gain and the prevalence of deception in our political system.
At this crucial juncture, if Kandeh Yumkella does not speak up to express the same indignation and call for the reinstatement of Lara Taylor-Pearce and her deputy, he risks being remembered not only as an accomplice to the demise of accountability and democracy but also as a champion of political hypocrisy.

@tonkolili There's a methodology to address the issue, the AG is not idle enough to engage with these folks on social media. The outcomes of the tribunal is final, if they want to challenge the decision they should head to court. The so call professional bodies has no jurisdictional mandate

State house must not be seen legitimising Wrongdoing
In any political climate, when executive members of the Sierra Leone Bar Association (SLBA) visit State House, the rhetoric of "maintaining independence from national politics" often rings hollow, rendering it a mere buzzword that threatens to erode the association's credibility as a credible pressure group.
The contentious victory of Tuma Adama Gento Kamara in an election riddled with chaos and irregularities has ignited a firestorm of protest, with over 500 disillusioned members invoking the Company’s Act 2009 to demand an Extraordinary General Meeting (EGM). Given the gravity of these concerns, and the disturbing allegations suggesting the SLBA's capture by state actors, backed by compelling video evidence revealing egregious electoral manipulation, State House's decision to embrace the disputed SLBA leadership rather than exercise prudence and postpone scheduled engagements until the issues are resolved, raises serious questions
and is deeply disconcerting. Not only did it turn a blind eye to the turmoil within the SLBA ranks, but it also actively legitimized the contested leadership through a public photo op with the President. Such actions fall far short of the lofty ideals we associate with the State House, which should stand as the Fountain of Honour, championing the rule of law above all else.
This validation seems to have emboldened the purported SLBA president, who wasted no time in flexing newfound authority by filing a complaint against Mary Kaigbanja Esq., a young lawyer. Mary was summoned to the Criminal Investigations Department on allegations of cyberstalking, supposedly stemming from the release of a document linked to an administrative complaint against her by the same individual.This has left a scar and cast a chilling shadow in the history of the legal profession.
Journalist Thomas Dixon's poignant tweet encapsulates the grim reality unfolding before our eyes -: “What happened in front of me today is very sad! CID Officers molesting lawyers who were at CID headquarters to give solidarity to their colleague, Mary Kaibanja who was reported for cyber offenses allegedly by Tuma Gento, the controversial President of the Sierra Leone Bar Association. I saw female lawyers being molested, their phones snatched from them and the head of CID who is also a lawyer, RPG ordered for the arrest of his colleagues. Even my phone was snatched by one OSD Officer who called himself Ansumana.”
Our junior colleague Hanrietta Kargbo in a post also shared her horrifying experience. Amongst other things she said: “ I was chocked, pushed and eventually put under gun point by three men at the CID”.
The current climate of fear gripping the legal fraternity speaks volumes about the precarious state of affairs. Unless State House takes decisive steps to distance itself from the troubling events unfolding within the legal sphere, it risks further fracturing an already polarized society and fanning the flames of discontent. Moreover, its failure to address these systemic issues and the deafening silence of the Attorney General who is the titular head of the Bar, only fuels speculation that the tentacles of state capture have infiltrated our institutions, undermining the very fabric of our democracy.
We are at an inflection point. How we choose to respond to the current crisis at the bar in the coming days will go a long way in shaping the future of our democracy for better or for worse.
Despite the sense of hopelessness amongst colleagues I am still hopeful that those standing in the way of peace unity and democracy at the bar will have the courage to reflect on their actions or omissions and realise the disservice they have inflicted upon the image of our bar our government and our country, and audaciously resolve to take us back to the days when we use to laugh sing and dance together in spite of our differences.
