At the pace Trump is moving, I don't think any of that matters anymore. The theater is over. They can add 333k new voters if they want. Canada has no bargaining power. They had little to begin with, but with China being decapitated at every major point, Canada is a sitting duck. Diplomatic efforts will begin once the US is done in Latin America and the Caribbean. Canada will have no choice but to capitulate to every American demand. They'll be totally exposed with nowhere to run. Trump's administration and his generals know for an absolute fact that once they totally disable China, Canada will go belly up.
