Correctional Service Clarifies Shikongo’s Recruitment Raphael Hamunyela, the Commissioner-General of the Namibian Correctional Service (NCS), has clarified the recruitment of Leefa Shikongo following allegations circulating on social media that she was employed despite not meeting the minimum recruitment requirements. In a media release dated 15 January 2026, Hamunyela said the claims were misleading and stressed that Shikongo was recruited through a transparent and competitive process after the NCS announced a nationwide recruitment drive on 23 October 2024 to fill 200 positions. He explained that the advert required hairdresser applicants to hold a Diploma as a TVET trainer or have at least three years of traceable experience. According to the NCS, Shikongo demonstrated a high level of competence during a written test conducted on 8 May 2025 and a practical assessment held on 14 May 2025 at the Windhoek Female Correctional Facility, where she obtained an 84% overall score. Hamunyela further noted that Shikongo holds a Certificate in Healthcare Giving, which he said is an added advantage to the service, particularly in managing inmates with mental health conditions. He added that Shikongo successfully completed a three-month Basic Orientation Training course at the Rietfontein Training Centre in the Otjozondjupa Region in December 2025 and was subsequently appointed as a Correctional Officer I, Grade 12, stationed at the Windhoek Correctional Facility. Hamunyela reaffirmed the NCS’s commitment to transparency, fairness and non-discriminatory recruitment, urging the public to verify information through official communication channels.
