I reject your premise based on your own propaganda. There are no levels to free speech, therefor it cannot be "extreme". Free speech has literally only one possible meaning when not being distorted by liars, and that is the ability to speak freely. It's in the name. End of story, there doesn't need to be a law protecting it unless it is to protect the worst things that can be said.
