Washington was changing a flat tire near his aunt’s home when Officer Dana Elmore approached. After he questioned why he needed to provide ID, Elmore tased him twice. The second time while he was handcuffed and leaning over her patrol car. He was charged with obstructing governmental operations and resisting arrest. Police said a 7-gram bag tested positive for fentanyl in the field, but lab results later confirmed it was not an illegal drug. The charges were dismissed. Washington is seeking damages for alleged constitutional violations.
