Strange. I use etherfi card which is issued by rain as well and have used the card multiple times at the same merchant the same day and never faced this issue as such. The issue I've seen is - some merchants just don't work and you can't do anything about it no matter how many times you try.
Have to fall back to bybit card (I think that's issued by monerium) and that works flawlessly everywhere. It's mostly got to do with 3ds I think. I've never had 3ds otp or anything ever come with rain cards and have faced these decline issues only with merchants which force 3ds verification. The bybit card works on those merchants and I generally always have to Authorize the transaction from the app. So my understanding is that rain cards don't work when 3DS is forced by the merchant/payment gateway.

been testing @Plasma here’s what I experienced:
there are absolutely no problems with offline payments. I tested it in 4 different countries with different currencies.
FX fee is around 0.8–1.2% (depends on the amount and currency), which is super low and covered by cashback.
the biggest con of Plasma is the card issuer, which causes problems with online payments. The BIN of the card gets declined at some merchants. Also, you can’t pay too frequently (10–15 times) to the same merchant (for example, through PayPal), your payments will get declined once you reach some sort of limit, and you have to wait 24–48 hours before being able to pay again. I really hope Plasma will switch the card provider because it’s the only real friction.

@TheArbingCat @Plasma The most annoying part is the limit on transactions with the same merchant. App says: “You’ve reached the 48h transaction limit for your card.”
Support told me they checked with the issuer and there’s no way to fix it.
