News organisations continue to spread the myth that India is buying crude at $145-150 per barrel. This is a notional price based on an old measure. The actual cost - based on real imports from Russia, pre-war contracts, - is closer to the $85-95/bl range, supplemented with spot purchases at $105-107/bl. Why is this important? Because each barrel carries ~159 litres of crude, which when refined increases in volume (processing gain) to ~170 litres of petrol, diesel, ATF, etc. So, the average 'crude' cost of a litre of refined product is currently about ₹55/lt Add to that refinery operating overheads of ₹3/lt, then the average product costs ₹58/lt to produce at current crude prices. Add ₹6/lt as distribution, storage, and marketing overhead, you get an average production cost of ₹64/lt for petrol right now. Till today oil companies were getting ₹54/lt. So, their real loss was not more than ₹10/lt. This is exactly what the government has given back to them today. The so-called 'loss' of ₹24/lt that you will read in the newspapers is pure poppycock.

जो इतिहास को जानता है वह भविष्य भी जानता है.. इतिहास में मेरी रुचि बचपन से रही। पहला परिचय तो छठवीं सातवी की सामाजिक अध्ययन की किताबों से ही था। पर ये जल्द छूट गया। ●● क्योकि औरो की तरह मैनें भी साइंस लिया। आगे चलकर बीए तो करना नही था मुझे। लेकिन खुशकिस्मत था, कि घर मे कुछ और लोगो ने बीए किया। तो उनकी किताबे उपलब्ध थी, जिन्हें पढ़ा। फिर एक दौर आया जब एग्रीकल्चर से लेकर मैनेजमेंट तक की किताबे पढ़ने का शौक हुआ। उन कोर्स में चलने वाली किताबे बाकायदा खरीद लेता। ●● पर हिस्ट्री अकेले नही आती। उसके साथ पोलिटीकल साइंस जुड़ा है, सोशोलोजी जुड़ी है, पब्लिक एडमिनिस्ट्रेशन जुड़ा है, धर्म और दर्शन जुड़ा है। याद कीजिए। एक राजा के जन्म- युद्ध- विजय- उत्तराधिकार की कहानी के अलावे, आप यह भी तो पढ़ते है कि उसके राज्य में सामाजिक व्यवस्था कैसी थी। उसने कर किस प्रकार के लगाए थे। उसने मन्दिर बनवाये या विहार, उसके शिलालेख उसके किन धार्मिक विचारों को दिखाते हैं। आप यह जानने लगते है कि किसी वंश, या सभ्यता की नींव कैसे रखी गयी। क्या नीतियां उसे शिखर तक ले गयी। किन गलतियों की वजह से पराभव हुआ। ●● उठाव, और गिरावट के हर बार वही आधे दर्जन कारण मिलेंगे। वंश, काल, देश, नाम बदल जाएंगे। बार बार किस्सा वही मिलेगा। तो मानव सभ्यता का चार हजार साल का इतिहास, नजर उठाकर देखिए। दर्शन का इतिहास, धर्म का इतिहास, राजवंशों का, तानाशाहों का, धनवानों का इतिहास, साधुओ का इतिहास देशों का इतिहास.. हिंदुस्तान का इतिहास, चीन का, मिस्र का... मंगोलों का, मुगलो का, फ्रांस का, हिटलर का, स्टालिन का.. आपको राजकाज के खेल समझ आते हैं। ●● और आपको समझ आता है कि तमाम।पोलटिकल फिलॉसफी क्या रही। क्या है वामपन्थ, दक्षिणपंथ शब्द का मूल क्या है। नेशनलिज्म क्या था, कैपिटलिज्म क्या है, कम्युनिज्म क्या है, सोशलिज्म और फासिज्म क्या है?? कॉन्स्टिट्यूशन क्या होता है। इन अलग अलग तरह के सिस्टम की इन्हेरेंट डाइनेमिक्स क्या है। लेकिन इनके भीतर पॉवर ग्रेब के एक समान बेसिक फंडे क्या हैं। ●● इसमे रिलीजन कैसे घुसा हुआ है। कैसे पुजारी, राजा, धनिक और प्रभुत्वशाली वर्ग अपने खेल खेलता है। वर्चस्व कायम रखता है।। और आप पाएंगे कि ये सारे खेल वही हैं। वक्त की शिला पर, एक चेसबोर्ड सजा है। उसी चेसबोर्ड पर वही गोटियां सजी है। खिलाड़ी बदलते हैं, हर कदम पर चार सम्भावित चालें है। इतिहास के झरोखे से आपने यह सेटिंग बीसियों बार देखी है। तो आप अच्छे से, तो अभी समझ जायेंगे की मौजूदा सेटिंग में चली जा रही, इस चाल के बाद की पांचवी, आठवी या बारहवीं चाल में क्या चला जायेगा। ●● सत्ता का खेल सदा से एक सा है। पर लोकतन्त्र में खूबी यह कि इस खेल में हम भी भागीदार बने हैं। एक चाल हम दर्शकों को भी मिलती है। तब हम चेसबोर्ड रिसेट कर देते हैं। या नही करते है -ताकि- हमे टैक्स कम देना पड़े। जितना दे, उसके बदले राजा से ऐसी ऐसी सुविधाएं मिलें, कि हमे अपनी जेब का खर्च न करना पड़े। याने बच्चो की पढ़ाई, सस्ती चिकित्सा, सस्ता ट्रांसपोर्ट, रोजगार के अवसर, सड़क, बिजली, पानी, आजादी और डिग्निटी.. राजा मुझ पर हेकड़ी झाड़ने की हिम्मत न कर सके। मेरी जान न ले सके, जेल में न डाल सके, मेरा मुंह न बन्द करवा सके। और चेसबोर्ड रिसेट करने की मेरी पॉवर छीन न सके। जब तक उसकी चेस को पलट देने की ताकत हमारी मुट्ठी में है, तब तक हम गेम में हैं। ●● हमे गेम से हटाने को कई इमोशनल फंदे हैं- धर्म, नेशन, लैंगवेज, प्रजाति, गर्व.. सब के सब फर्जी कॉन्सेप्ट। राजा ने, पुजारी ने, धनिकों ने, मुफ्त में हमसे अपनी पालकी ढोने के लिए इनका अविष्कार किया है। वह इन्हीं चालों का हर दौर में इस्तेमाल करते आये हैं। और इतिहासबोध से नावाकिफ कीड़े, इनके लिए, बन्धु बांधवो के साथ, मरने मारने के लिए रेडी रहते है। ●● यही सेम टू सेम खेल रामायण-महाभारत से लेकर अमृतकाल तक खेला गया है। देवता हों, दानव हों, दक्षिणपंथी हों, वामपन्थी हों, राजा हों, या राजनीतिक दलों के लीडर्स.. अपनी चेस खेल रहें हैं। ●● आप भी अपने हिस्से का खेलिए। खिलाड़ी बनिये, मोहरा नही। और जब मोहरे की जगह खिलाड़ी बन जाएंगे, तो चेसबोर्ड से ऊपर उठ जाएंगे। वहां से अपना, और शत्रु का पूरा व्यूह दिखेगा। कब किसके साथ एलाई बनना है, किसकी कमर तोड़नी है, दिख जायेगा। क्योकि आपने इतिहास पढ़ा है। किताबो के झरोखे से आपने यह सेटिंग बीसियों बार देखी है। अगर आप अच्छे से, खुले दिमाग से यह शतरंज देख चुके हैं.. तो अभी समझ जायेंगे की मौजूदा सेटिंग में इस चाल के बाद की पांचवी, आठवी या बारहवीं चाल में खिलाड़ी कौन सी चाल चलेगा। जो इतिहास को जानता है वह भविष्य भी जानता है..
