The latest Kotlin rules release decreases total Kotlin actions size by 50% and our improvement to resources #pullrequestreview-403273033" target="_blank" rel="nofollow noopener">github.com/bazelbuild/baz… decreases resources actions size by 50%. Together this results in great improvements to cached builds.

@tokudu @Piwai @nkoroste We've got some big moves coming on the bazel front, both inside square and outside. In the short-term, however, we're fixing up the @kotlin rules.

Square as well (was using Pants on Java server). We're also looking at Bazel for Android & iOS. Still early.

@tokudu @Piwai Yea working group would be great specially with mobile focus since Android/iOs rules are way less stable than the other Bazel rules.

@Piwai We are also moving to Bazel. Should we start a working group and collaborate on the issues? I'm sure we are dealing with the same problems. cc @nkoroste
