Indian agencies have initiated action against a US-based Christian missionary organization, The Timothy Initiative, after investigators alleged that large sums of money were brought into the country through foreign-issued debit cards and used outside the regulated channels prescribed under Indian law.
The case gained fresh attention after authorities invoked the UAPA.
According to enforcement agencies, the investigation began late last year after suspicious financial transactions were detected. Officials allege that approximately ₹95 crore was utilized through a network involving foreign-issued debit cards that were reportedly used to withdraw cash from ATMs across multiple Indian states, especially naxalite active places.
Investigators claim that the funds did not enter India through the standard regulatory framework governing foreign contributions. Instead, authorities allege that foreign debit cards were used directly for cash withdrawals, bypassing the conventional channels that are subject to reporting and oversight requirements.
The scale of the alleged operation has drawn particular attention.
Officials claim that nearly 1,000 foreign-issued debit cards were linked to the network. According to investigators, the cards carried generic names and were reportedly categorized by region, suggesting what agencies describe as a structured and organized distribution mechanism operating across different parts of the country.
Enforcement authorities further allege that some of the withdrawals occurred in districts that have historically witnessed Left-Wing Extremism-related activity. Investigators are examining whether the geographical pattern of transactions has any broader significance.
The development is also notable because it comes amid wider debates surrounding India's regulatory framework for foreign funding. In recent months, discussions regarding foreign contributions and the oversight of non-profit organizations have attracted attention both within India and internationally.
For now, the focus of investigators remains on determining the full scale of the alleged network, the source of the funds, and whether any violations of Indian law can ultimately be established in court.
