Non-resident property owners already pay property taxes, employ building staff, support local businesses - and draw zero from schools, shelters, or social services. They're net fiscal contributors. The "live in it or pay up" framing is emotionally satisfying and economically illiterate. NYC has a spending problem, not a revenue problem. Mayor Mamdani himself floated a 9.5% across-the-board property tax hike as a "last resort" if Albany didn't deliver income tax hikes. That's not a housing policy - that's a pressure campaign to cover a structural deficit politicians created. The "empty homes" crisis is overstated. The city's own Housing and Vacancy Survey shows seasonal/occasional-use units fell from 75,000 in 2017 to 59,000 in 2023. Taxing a shrinking, mobile asset class won't fix affordability for working New Yorkers. Papering over a $5.4B deficit with a narrow luxury surcharge isn't bold governance. It is fiscal avoidance dressed as class warfare.
