Today, the Republican Party of Orange County calls for an investigation into Supervisor Katrina Foley for improperly directing County staff and lying about her past vote. South Orange County residents recently complained about a significant landfill change that would double trash deliveries to the county’s largest landfill in San Juan Capistrano. That landfill, Prima Desheca, has witnessed bulldozers taking out hillsides. The Orange County Board of Supervisors approved an $88 million excavation contract for the Prima Deshecha Landfill three years ago. At the time, the Orange County Register reported that this work would excavate 7 million cubic yards of dirt and rock. Katrina Foley was the only Supervisor quoted in the Register’s article, saying that “this investment will serve many future generations.” Foley then used taxpayer resources to send out a press release highlighting her vote, her quote, and the expansion of the landfill. But when residents complained about the results of her vote, Foley posted on her social media channels that she “was not informed in advance” and she “directed OC Waste and Recycling to cancel the upcoming public meeting and pause any plans for expansion.” And then, in an interview, Foley told the Voice of OC that “Our office was not informed that this was being done by (OC) Waste and Recycling, and I learned about this from all the residents starting to email me." Two major problems. First, Foley is the reason for the expansion...and she bragged about it in 2023. Second, Foley has no ability to unilaterally direct Orange County staff to do anything, which her colleagues and Orange County’s CEO explained to her. Why lie to her constituents about not knowing about a project that she bragged about? Foley’s actions were denounced by her colleagues at the Board of Supervisors meeting on February 10, 2026. And County staff said that Foley’s office was indeed informed about the work, but that she later deemed the notice “insufficient” because there weren’t enough talking points given. Foley needs to be investigated for her lies and misdirection. We can and should expect better, which voters will have the opportunity to fix in June by electing Assembly Member Diane Dixon.
