In 1997, fraudsters had the audacity to open their own fake Central Bank, opposite the real Central Bank of Nigeria. They named it the "CBN Annex."
With the help of corrupt insiders, they handled real, sensitive documents, including the biodata of the CBN governor, to scam foreigners. Unsuspecting victims were sometimes brought into the office itself, made to believe they were dealing with the real bank.
Some of the fraudsters were eventually arrested, but others escaped abroad.
