In the past month alone this is the second person to be abducted by the government of Kenya. The other victim was dumped in Somalia. When it comes to abductions and extrajudicial killings the buck stops with the president and security chain of command. In Kenya, abductions and extrajudicial killings are not random actions of rogue officers. Rather, these are acts of state meticulously planned, debated as policy at great length and authorised in writing by organs of state.
