I am very happy to see this progress and see the prioritizing Ukraine LA relations by @andrii_sybiha and @ZelenskyyUa As someone who studies democracy in LA and Ukraine I think it is about time to make use of that which unites us! Juntos podemos todo!
Andrii Sybiha 🇺🇦@andrii_sybiha

Grateful to President @ZelenskyyUA for his leadership, vision, and energy in advancing diplomatic efforts. Briefed the President on the outcomes of my tour to Latin America and perspectives in strengthening cooperation with countries in that region, as well as our global efforts to maintain broad international support for Ukraine and pressure on the aggressor.

The UN Independent International Commission of Inquiry on Ukraine has concluded that, based on the evidence collected, Russian authorities have committed crimes against humanity, including the deportation and forcible transfer of Ukrainian children, as well as their enforced disappearance. In its report, the Commission documented systemic violations of international humanitarian law and human rights committed by Russia in the temporarily occupied territories of Ukraine. Key findings of the report: 🔹 Deportation of Ukrainian children The Commission confirmed the deportation of at least 1,205 Ukrainian children, including 995 who had been transferred even before the start of the full-scale invasion from 11 institutions located in the so-called “LNR” and “DNR”. International law permits only the temporary evacuation of children for imperative reasons. Instead, Russia coordinated the long-term transfer and placement of Ukrainian children on its territory. Some of the deported children were placed for adoption with Russian military personnel and officials. Their documents were altered and Russian citizenship was imposed on them, further complicating their return home. 🔹 Sham trials against civilians During the occupation, dozens of Ukrainian civilians — including children and teenagers — were brought before so-called courts, often on fabricated charges. Those targeted included employees of the Zaporizhzhia Nuclear Power Plant, former ATO veterans, relatives of Ukrainian servicemembers, and individuals whom the occupation authorities considered pro-Ukrainian. 🔹 Sexual violence The Commission documented cases of sexual violence committed by Russian military personnel against women, girls, men, and prisoners of war. These crimes occurred during house searches, in villages under occupation, and in detention facilities. Victims ranged in age from 13 to 52 years old, many suffering severe physical and psychological trauma. 🔹 Obstacles to the return of children Even when families know where their children are located, bringing them home remains extremely difficult. The report highlights that more than 80% of the children whose cases were examined by the Commission have not yet been returned. Russia has not established any mechanism for the safe and prompt return of deported children. Families are forced to navigate complex bureaucratic procedures, gather documents for months or even years, and travel through dangerous routes across multiple borders. In some cases, relatives were denied entry or threatened with accusations of cooperating with Ukraine in order to prevent them from retrieving their children. Some children have been returned only thanks to the efforts of Ukraine, human rights organizations, and international partners. Russia must be held accountable. We will not stop until every Ukrainian child is brought back home. #BringKidsBack

Ukraine has received the EU accession benchmarks for the final three negotiating clusters – “Competitiveness and Inclusive Growth,” “Green Agenda and Sustainable Connectivity,” and “Resources, Agriculture and Cohesion Policy” – completing the full set of requirements for membership! Earlier, in December, Ukraine was provided with benchmarks for three other clusters: “Fundamentals,” “Internal Market,” and “External Relations.” This marks a major milestone in Ukraine’s European integration. The next steps are the successful closure of all clusters and the signing of the Accession Treaty – the final stage toward full EU membership. Ukraine will continue implementing reforms, fulfilling its commitments, and reporting progress to the EU 🇺🇦🇪🇺

I met with @SecGenNATO Mark Rutte. We discussed many different topics, but first and foremost strengthening air defense and protecting our people from Russian attacks. We are very grateful for the PURL initiative, which allows us to purchase missiles for the Patriots from the United States. We will work to bring new countries into this initiative and increase contributions. Of course, we also discussed the situation around Iran and its impact on Ukraine and all of Europe. Russia must not gain any benefit from this or any opportunity to prolong its war against Ukraine. Thank you, Mark, for your support!

I have proof that the evolution of security can be fast – and cheaper than old defense systems. This is an iPad with software that lets us control our security in real time. It’s true. We have these iPads – I have one, my Prime Minister has one, our Minister of Defense, and our top military commanders – they have it. It lets us see the front line in Ukraine, and even every enemy killed – with video proof. Right now, 90% of Russian losses on the front are caused by our drones. That’s why it’s so important to know who has the advantage in drones – and to be fast and strong in defending against them. The iPad also shows every strike in our skies, our sea area, and our long-range strikes against Russia. It gives us real-time control over people’s safety, and our infrastructure and energy sector. And I believe the evolution of security will make it possible for every leader, every defense minister – and even ordinary people – to have tools like this, and with them, a high level of protection of life. Leaders and ministers work for people. And if the leaders have power, it is only because people trust them with their security. With tools like this, people will not only trust – they will be able to see for themselves what is being done for their security. In real time. From my address to the Parliament of the United Kingdom (3/7)

No 61% of Ukrainians do not support territorial concessions. KIIS data being cited is from an experiment re: phrasing affects. The same survey company found just a few weeks back that ~60% find territorial concessions unacceptable. Be very weary of those reporting incorectly.

❗️Russia struck Sumy region. A 40-year-old civilian who came to load grain was killed when a Russian drone deliberately hit the truck cabin where he was sitting. The vehicle caught fire and the man died. Russia’s cynicism knows no limits. This is another attack on civilians!

Efforts to deal with the aftermath of the massive Russian attack are currently underway in the Kyiv, Sumy, Kharkiv, Dnipro, and Mykolaiv regions. All necessary services are involved. The main target for the Russians was the energy infrastructure of the Kyiv region, but unfortunately, there were also direct hits on and damage to ordinary residential buildings, schools, and civilian businesses. As of now, four people have been reported killed. My condolences to their families and loved ones. Many people have been injured, and some are still seeking medical assistance. Over the course of the night, the Russians launched around 430 drones of various types and a significant number of missiles. There were 13 ballistic missiles alone, and the total number of missiles in this attack was 68. According to preliminary data, 58 of them were intercepted by our air defense system. And every such night of Russian strikes is a reminder to all our partners that air defenses and the missiles for them are effectively a daily necessity. Every agreement on missile supplies cannot wait – everything must be implemented as quickly as possible. Our agreements to increase the production of air defense missiles are a critical direction, and this direction requires one hundred percent attention. Russia will try to exploit the war in the Middle East to cause even greater destruction here in Europe, in Ukraine. This is why we must be fully aware of the real level of the threat and prepare accordingly, namely: in Europe, we need to develop the production of air defense missiles – especially those capable of countering ballistic threats – as well as all other systems necessary to truly protect lives, regardless of what may be happening in any other part of the world. Europe is able to ensure this level of reliable protection. Thank you to everyone who is helping!

Having studied Lat Am (& Ukraine) for 20 years + after my recent sabbatical in Argentina I wrote a working paper on Ukrainian-Latin America relations. Became very clear Ukraine needs to do more to build strong reciprocal relations in the region good @andrii_sybiha is on it.

Latin America is gaining increasing influence in the global economy, energy, food security, climate policy, and diplomacy. Ukraine is boosting diplomatic presence, offering new opportunities, and mutually beneficial partnerships. My @rbc_ukraine op-ed: newsukraine.rbc.ua/opinion/latin-…

In my research it was clear that there was a fundamental “lost in translation” happening between Ukrainians and their counterparts in Lat Am. Time for Ukraine to also listen and develop around areas of mutual interest. These relationships are a long term investment.
