This location also fits with historical wrecks from 1715 where a number of treasure ships sank along the Florida coast.

It's a less risky, less expensive venture for Ubisoft and so far it proves to be a very successful one too

For comparison Assassin's Creed Shadows had 1 million PLAYERS in 24 hours, so not even copies sold.
Black Flag Resynced on a way smaller budget is doing much better so far.
