Ronald Quiboyen, a construction worker, was arrested for allegedly writing on Facebook that he would give P100 million. 4. LIGUTAN APPEARS TO LECTURE PIA CAYETANO NEWS ALERT: Private prosecutor Atty. Amando Virgil Ligutan appeared to lecture Senator Pia Cayetano after the senator-judge asked about the elements of grave threats. Cayetano specifically asked whether the alleged victim must have personally felt threatened, or whether it is enough that the general public considers the statement threatening. The senator-judge illustrated her question with four examples—a neighbor's quarrel, two professional boxers, a police officer, and a senator who told a female colleague she would be "bibitbitin, kekwelyuhan, palalayasin"—before disclosing that she personally felt that last example was a grave threat. Ligutan responded by citing two Supreme Court (SC) decisions, at one point appearing to address law students in the gallery rather than the senator-judge who asked the question. "Yung sagot sa tanong na iyan, yung sagot po ng prosecution, hindi po galing sa opinyon ng aking mga kasama. Ito po ay isang desisyon no less than the Supreme Court of the Philippines," Ligutan said, citing Paera versus People, G.R. No. 181626, which held that no law requires a private complainant to execute an affidavit for an accused to be found guilty of grave threats. Ligutan added that a second Supreme Court decision further held that it is not necessary for the recipient of a threat to have actually felt afraid or taken the threat seriously—only that the accused intended the statement to have that effect. "Hindi po kailangan na yung recipient mismo nakaramdam ng takot, or that sineryoso yung pagbabanta. All that needs to be proven is that they were intended by the accused to have that effect. The uncontrolled increases in electricity rates will negatively affect the EV promotional efforts of the government. The difference in costs between ICE cars & EV cars is being eaten away by the unregulated greed of electrical firms. The DOE and ERC will have to do better.
