I understand, I had the same problem😅 But don't worry, it's actually easier than it seems! I don't use Substance, I modeled and painted everything entirely in Blender. I use the Paint System addon, but you can also use Ucupaint if you prefer; both help you create textures with layers and make various other areas of painting easier. Also, don't forget to edit in other external software; I always use Krita. And never underestimate UVs! Another tip I can give you is to use the Texel Density Checker addon; it's important for maintaining a balanced pixel density per meter between different models in the same scene, or for a game, of course

Based on my personal experience, I'd say the first step is to learn general digital illustration. It's easier to understand how to apply 2D art to 3D if you already have this basic foundation. Only after you feel confident with 2D (you don't need to be an expert, just know the basics) should you start learning texturing, or you might end up frustrated because you'll have to learn two really complex things at the same time. Always keep in mind what kind of final piece you want. Do you intend to have all the shadows drawn? Or do you want some shadows in post-processing? Each scenario requires a different texturing approach. The main characteristic of this style is that most of the details are pure texture, so never overdo the details in the modeling that you could replace with 2D art in the texture. And don't be afraid to study other artists' work to learn! I recommend the videos from the Craft Reaper channel; they're very good and helped me a lot ^^

I usually choose my color palettes quite intuitively, based on what looks good to my eyes. But I always follow some rules: bluish shadows and yellowish highlights, with a little editing of saturation and hue as I feel is necessary. I use the Paint System addon, which helps me create layers in Blender. It also speeds up the editing process in external software, so I make filter changes to achieve the result I want in Krita, then update the texture in Blender and continue editing
