Ceuta was conquered by Portugal in 1415 from the Marinid Sultanate. At the time, there was no unified sovereign state called Morocco. Ceuta later came under Spanish sovereignty, which was formally recognised in the 1668 Treaty of Lisbon. So don't let anyone fool you into believing Ceuta "belongs" to Morocco. It has been under Iberian, and then Spanish, rule for over six centuries.
