2) PSP and PAS officers are beyond the control of the provincial government. Every provincial government is aware of the fact that after 18th amendment, federal employees can't serve in the provinces except on deputation, yet they are keeping mum on the violation of constitution
Federal government is subverting constitution through sending federal employees to provinces in the shape of PAS & PSP. PSPs have created a new avenue for themselves through renaming the Frontier constabulary into Federal constabulary & extending it to various parts of the state
