This is so disingenuous. Sure if you gerrymander & crack Dane & Milwaukee you can get a 4-4 map. But if you don't split counties & cities & keep Dane County (pop. 561,504) & Milwaukee (pop. 577,222) whole you can't do it.

A strategically smart (though currently unconstitutional) feature of this map is that it splits the Puerto Rican community in South Orlando, now concentrated in Darren Soto’s FL-09, across three separate districts: FL-09, FL-11, and FL-18. The current FL-09 is majority Hispanic and protected under the VRA, though that status could change in the very near future. This configuration would make it much harder for Soto to find a favorable district to run in and meaningfully overperform baseline partisanship. He could likely survive in 2026 under this map, but 2028 would be a *big* lift even for him. FL-09 is still probably the best district for him to run in, but even that was Trump +7 in 2020 and Trump +18 in 2024.
