As we mark Kwibuka, we honor the victims of the Genocide against the Tutsi and reflect on its unspeakable horrors. The United States stands with Rwanda in unity and reconciliation and firmly rejects denial or minimization of the genocide.

32 years ago, hatred took over one million innocent lives in just 100 days. #1994GenocideAgainstTheTutsi Today, during Kwibuka 32, we pause to remember, to honor the survivors, and to reaffirm that “Never Again” must be more than words. We remember. We unite. We renew.

As you noted, greater alignment is essential "united we stand." A more consultative path could have avoided this outcome and better positioned Africa for future global opportunities.

Good faith matters, but strong institutions thrive on inclusive processes that build real solidarity rather than testing it under pressure.

When nearly a third of members object, it signals that deeper consultations were needed upfront to align positions and present a stronger, coordinated African voice.

3. Risk of exposing divisions publicly: The silence mechanism is a useful tool for routine matters where consensus is already close. Here, it highlighted fractures instead of fostering unity.

2. Lack of full buy-in from key stakeholders: Notably, Senegal itself (Macky Sall's home country) and around 20 other member states broke the silence, with many formally objecting.

Forcing the process without securing preliminary support from the candidate's own nation or regional bloc undermined its legitimacy.

This included concerns over skipping established norms and questions around regional rotation at the UN (where expectations often point toward Latin America or Eastern Europe this cycle).

A tight 24 hour window limited meaningful dialogue and made it feel like a rushed imposition rather than a genuine consensus building exercise.

1. It bypassed broader consultation: Endorsing a high level candidate like a potential UN Secretary General typically benefits from open discussion among AU member states, such as through the Permanent Representatives' Committee or even a summit level debate.

While I appreciate the intent behind Chairperson @GeneralNeva's initiative to elevate African leadership on the global stage the "silence procedure" in this case wasn't the most effective or unifying approach for several reasons:
Alfred Innocent Museremu@iMuserem

The Chairperson of the African Union, H.E. @GeneralNeva, acted in good faith, in the spirit of promoting African leadership on the global stage. Appropriate procedures were followed to open space for consultation, allowing Member States to freely express their views. This reflects a functioning and responsive institutional process. At the same time, it highlights the need for greater alignment among African countries when advancing common positions on global issues and opportunities. As the saying goes, “United we stand, divided we fall.” @_AfricanUnion @willynyamitwe @Ikiriho @senego @Macky_Sall #Senegal #Burundi
