What the #Russian government (= #Putin) considers "really serious propositions", as opposed to what Ukraine and the West would think are really serious propositions, are two very different things. The Russian military has either culminated or is on the verge of doing so; therefore, Putin suddenly wants to "negotiate" before a resupplied Ukraine launches expected counterattacks resulting in Russia losing significant territory, countless numbers of armored vehicles, and endless numbers of untrained and poorly-led conscripts' lives. And who believes Russia would respect a negotiated settlement anyway? Remember: Russia was a signatory to the 1994 #Budapest Memorandum, which committed Russia to respecting Ukraine's 1991 borders (which included Ukraine) in exchange for Kyiv giving up its nuclear weapons.
