Please help🙏🙏 Violation of Passport Act 1967, Passport Rules 1980 by RPO Ghaziabad - Newspaper Cuttings Demanded by RPO Ghaziabad for Surname Change despite submitting Marriage Certificate - File Number GZ7077212375326 on hold I am Shantanu Manohar, S/o Late Shri Sanjay Govil and Smt. Sangeeta Govil. Despite submitting all the documents required for surname change after marriage as per Passport Rules 1980 (Annexure J, Marriage Certificate, spouse passport), my wife, Nimisha Govil, has been asked by RPO Ghaziabad to publish her surname change in two newspaper clippings. After marriage, my wife’s surname has changed from “Agarwal” to “Govil” as stated in the marriage certificate (attached). In honor of my grandfather Late Shri Manohar Lal Govil, I use my grandfather’s name as my surname. Rest all my family members use “Govil” as their surname. This is the reason for my surname being “Manohar” and all my family member’s surname being “Govil” including my wife, Nimisha Govil. RPO Ghaziabad has stated that my surname being “Manohar” and her surname after marriage being “Govil” cannot be accepted by the passport office as surname change after marriage. RPO Ghaziabad has even refused to accept Aadhaar card and marriage certificate as valid documents, which clearly show Shantanu Manohar being married to Nimisha Govil and surname has been changed from "Agarwal" to "Govil" because of marriage (attached). Declining surname change document after marriage is an act of violation of Passport Act 1967, Passport Rules 1980 (attached) by RPO Ghaziabad. RPO Ghaziabad cannot decide what surname can be adopted after marriage. Some woman adopt husband's name as surname, some adopt husband's name as middle name, some adopt hyphenation of maiden surname and new surname. Indian Law does not prevent my wife to adopt my family's surname (Govil) and not mine (Manohar) after marriage. My passport has been re-issued endorsing my wife Nimisha Govil as my wife. My son’s passport has been issued endorsing me (Shantanu Manohar) and my wife (Nimisha Govil) as parents. But RPO Ghaziabad has not reissued Nimisha Govil’s passport despite having marriage certificate and passport copies of Shantanu Manohar and Aviraj Govil endorsing her as wife and mother respectively. I request you to please help us in issuing the passport🙏. Thank you Raj for showing support. Till now I have sent atleast 15 letters by post to passport office waiting for someone to atleast help us. We have an infant with us and Rpo is far away from our current address. My kid who is only few months old and is dependent on breast feeding will have to suffer. My wife is expected to travel alone with the little one, carry the kid’s bag, breastfeed the child in open and simultaneously wait in queues to show documents at RPO. For something which is not even our fault, my kid has to suffer. Thanks for standing up Raj.
