@Bd_irB_ll Though it is undermined by the introduction of the 3rd place teams table as all the teams finishing 3rd are at different times so teams in the later groups can still manipulate things the same way

I agree that it's dumb to consider that game a "litmus test" BUT
It's the reason every group game on the last matchday of every competition across the footballing world is played simultaneously. It's quite literally one of the most influential games in history
