I have not seen a single mainstream media outlet give this the attention it deserves. Israel blew up an entire Lebanese town, an ancient place. It should be headline news. There’s footage of it happening. Imagine this was your town, and you saw every building blown up by a terrorist army to prevent you from ever returning. You would at the very least expect wall to wall coverage. Instead it passes without a word. It’s not the only town Israel has blown up. And sadly it probably won’t be the last.

The plug has been pulled on humanitarian services. Over the past days, utility providers have severed electricity and water one by one to @UNRWA’s schools, health centres, and other service provision points across occupied #EastJerusalem. These actions come against the backdrop of the anti-UNRWA laws amended late last month by the Israeli parliament, forcing utility providers to suspend services to UNRWA. We need electricity to light up classrooms and offices, to keep life-sustaining medication cooled, and to heat buildings. We need water to keep our premises clean, and simply to wash hands. Electricity and water are among the basic preconditions of dignified healthcare and education. In October last year, the @CIJ_ICJ ruled that Israel has the obligation to ensure access to the essential supplies of daily life, including food, water, medical supplies and services, and to facilitate the work of UNRWA in the occupied Palestinian territory, including East Jerusalem where Israel is not entitled to exercise sovereignty. It further noted that the Israeli laws were impeding UNRWA’s operations. The amendments take these Israeli laws a step further. These cuts are a deliberate effort to weaponize basic necessities in the attacks by Israel – a @UN member state – against UNRWA, at the expense of critical services and access to fundamental rights for #PalestineRefugees. They are designed to end our longstanding presence in East Jerusalem, which in itself predates the Israeli occupation.

Today is the start of a new semester for students at UNRWA’s Kalandia Training Centre in occupied East Jerusalem. But it is under threat. Recent Israeli legislation would cut off water and electricity to the compound within the next 2 weeks. This would end its over 70 years of teaching generations of Palestine Refugees. It is a violation of international law for Israel to cut off services to UNRWA premises. #UNRWAworks and must be allowed to fulfil its UN mandate.

Yesterday’s vote by the Israeli parliament passing new legislation against UNRWA is outrageous. It is a direct affront to the mandate granted to the Agency by the UN General Assembly and contrary to findings of the International Court of Justice (ICJ), which oblige Israel to fulfil its responsibilities as a UN Member State to UNRWA and the broader UN system. The legislation cuts off water, electricity, fuel, and communications from UNRWA and grants the government of Israel authority to expropriate UN properties in East Jerusalem, including UNRWA’s headquarters and its main vocational training centre. Furthermore, the bill explicitly excludes UNRWA from Israeli law enacting Israel’s obligations under the Convention on the Privileges and Immunities of the United Nations. This stands in clear violation of the State of Israel’s obligations under international law. This latest move extends the laws passed last year and implemented since January 2025 that banned UNRWA’s operations in occupied East Jerusalem and halted all contact between Israeli officials and UNRWA. The new legislation is a further blow to the multilateral system. It is part of an ongoing, systematic campaign to discredit UNRWA and thereby obstruct the core role that the Agency plays in providing human-development assistance and services to Palestine Refugees. Services which the ICJ has ruled are essential for delivering on the UN’s commitment to the rights of the Palestinian people, including their right to self-determination. In October, the ICJ restated that the State of Israel is obliged under international law to facilitate UNRWA’s operations, not hinder or prevent them. This new legislation is an unacceptable rejection of the ICJ’s findings. Israel is obliged to act within the UN framework and not take unilateral action contrary to its obligations under the UN Charter. Should Israel dispute the actions of UNRWA, it must refer the issue to the UN’s deliberative bodies and seek a decisive ruling from the ICJ. A failure to do so disrespects the procedures critical to the operation of the UN system. 🧵1/2

عندما أُجبرت أنا وزملائي على إخلاء مقرّنا في #القدس_الشرقية في كانون ثاني/يناير الماضي، بسبب دخول القوانين الإسرائيلية المناهضة للأونروا حيّز التنفيذ، الحدث الذي جاء متزامنا مع التزامنا الراسخ بتفويضنا وبمواصلة عمل الأونروا. ففي #الضفة_الغربية، والتزماّ بهذا التفويض، واصل موظفونا العاملون بالميدان العمل بلا كللّ، حتى في ظل ظروف معادية متزايدة، وذلك لضمان الحفاظ على تقديم خدماتنا الحيوية للاجئي فلسطين. وفي خطوة غير مسبوقة ومثيرة للقلق، اقتحمت قبل أسبوعين القوات الإسرائيلية ومسؤولون من بلدية القدس مقر الأونروا في الشيخ جرّاح، وهم يتصرفون بصفتهم الرسمية كدولة عضو في الأمم المتحدة. وقاموا بكسر الأقفال وخلع الأبواب. وجرى تفتيش مكتبي الشخصي، كما تم اقتحام مكتب المفوض العام. وتعرّضت ممتلكات الأونروا للنهب، حيث أزال مسؤولون إسرائيليون أثاث المكاتب، ومعدات تكنولوجيا المعلومات، وأصولًا أخرى تابعة للأمم المتحدة، في عملية منظمة وموثّقة بشكل واضح. كما أُزيل علم الأمم المتحدة الذي كان مرفوعًا فوق مبنى مكاتبنا، وأُلقي به على الأرض، واستُبدل بعلم إسرائيلي. وهي خطوة رمزية لها دلالات عميقة. ونذكر هنا، بأن مقر الأونروا يقع في حي الشيخ الجراح في القدس الشرقية المحتلة، ولا تملك إسرائيل أية سيادة قانونية عليه. وتعمل الأونروا في هذا المقر منذ العام 1952، أي قبل 15 عاماً من احتلال إسرائيل للضفة الغربية. وبصفته مبنى تابعًا للأمم المتحدة، كان ينبغي أن يحظى بالحماية بموجب القانون الدولي من قبل نفس القوات الأمنية التي اقتحمته بالقوة. كما جاء هذا الاقتحام الإسرائيلي بعد أيام قليلة فقط من تجديد الجمعية العامة للأمم المتحدة، تفويض الأونروا بأغلبية 151 صوتًا. وما حصل يعتبر اعتداءً واضحا على التفويض الممنوح للأونروا من قبل المجتمع الدولي. كما جاء بعد أقل من شهرين من تأكيد محكمة العدل الدولية على الدور الأونروا الذي لا غنى عنه، وعلى التزام إسرائيل بتسهيل عملها. وفي الوقت نفسه، هناك تقدم محرز في الكنيست الإسرائيلي بشأن التعديل الخطير على القوانين المناهضة للأونروا، والتي تهدف إلى قطع المياه والكهرباء عن مرافق الأونروا، الأمر الذي سيعطل الخدمات الإنسانية ويتيح مصادرة الأرض التي يقع عليها هذا المجمّع التاريخي. إن شعار الأمم المتحدة والذي يرمز إلى التعددية، والتعاون الدولي، والسلام، تم تمزيقه شكل صارخ. كما أن الهجوم على الأونروا هو هجوم على الأمم المتحدة ككل، وعلى الدول الأعضاء التي أنشأتها. وهو انتهاك للقانون الدولي ولمسؤوليات إسرائيل كدولة عضو في الأمم المتحدة، ولا يوجد أي مبرر له. كما أنه يشكّل سابقة خطيرة لعمليات الأمم المتحدة في جميع أنحاء العالم.

I salute the overwhelming vote by the @UN General Assembly to renew @UNRWA's mandate for three years.  It reflects the broad solidarity of people across the world with #Palestine Refugees. It is also an acknowledgement of the international community’s responsibility to support the humanitarian + human development needs of Palestine Refugees pending a just & lasting solution to their decades-long plight. The vote needs now to be translated into a genuine commitment & matching resources to ensure the mandate is fulfilled.
