If Hindu festivals can be celebrated at IIT campus and Hindu gods can be honored (which is their right) then there's no problem in doing the same for us. However, the real concern is why Bahujans are under-represented in IIT faculty.

A thoughtful and well-argued piece, and the appeal for national unity and pragmatic resolution deserves wide endorsement. However, one factual premise at the very outset needs correction — and it is a fundamental one that affects the entire analysis that follows. The comment states: “Now that the 131st Amendment Bill failed, allocation of Lok Sabha seats will be based on 2026 census data.” This is not correct — on either count. First — State-wise Lok Sabha seat allocation remains frozen on 1971 census figures. Full stop. The defeat of the 131st Amendment Bill changes nothing on this score — because the freeze was already in place before the Bills were introduced, and the defeat leaves it exactly where it was. The third proviso to Article 82 of the Constitution — inserted by the Constitution (Eighty-fourth Amendment) Act, 2001 — freezes the allocation of Lok Sabha seats to States on the basis of the 1971 census until the relevant figures for the first census taken after the year 2026 are published. That freeze has not been lifted. The 131st Amendment Bill, had it passed, would have lifted it. It did not pass. The freeze therefore continues — immovably — on 1971 figures. The seven States listed — Andhra Pradesh, Telangana, Tamil Nadu, Karnataka, Kerala, Odisha and West Bengal — will not lose a single Lok Sabha seat. Uttar Pradesh, Bihar, Madhya Pradesh and Rajasthan will not gain a single Lok Sabha seat. Those gains and losses are contingent on a future Parliament reviving and passing the 131st Amendment or its equivalent. Until that happens, every State’s Lok Sabha seat count stays precisely where it is. Second — the 2026 census figures are not available and cannot form the basis of any delimitation now. The Delimitation Bill 2026 was withdrawn after the constitutional amendment failed. Even if it had not been withdrawn, it defined “population” as the census published as on the date of the Delimitation Commission’s constitution — which in 2026 means the 2011 census, the only one with published figures. The 2026 census has not been conducted. Its figures will not be available for years. What does change — and this is important — is the internal map within each State. If and when a Delimitation Commission is constituted under a future Delimitation Bill, it will redraw the boundaries of the existing Lok Sabha and Vidhan Sabha constituencies within each State — on whatever census figures are then available. The internal jigsaw puzzle within each State’s existing seat count changes. The total number of pieces — 13 for Punjab, 80 for UP, 39 for Tamil Nadu — does not. None of this diminishes the force of the broader argument made in this piece — which is essentially correct and well-put. The Opposition did score a spectacular own goal. The southern States were offered protection they did not recognise. And the US parallel on migration resolving demographic imbalances over time is instructive and underused in this debate. The appeal for a harmonious, reasoned resolution deserves to be heard across party lines. But the analysis must rest on accurate constitutional foundations. The seats are frozen on 1971. No census — 2026 or otherwise — changes that without a constitutional amendment. And that constitutional amendment still needs to be passed.

Now that the 131st Amendment Bill failed, allocation of Lok Sabha seats will be based on 2026 census data. As per current estimates, seven States will likely lose 35 seats: AP (-5), Telangana (-3), TN (-10), Karnataka (-2), Kerala (-7), Odisha (-4), and WB (-4). Four States will likely gain 34 seats: UP (+12), Bihar (+10), MP (+5), and Rajasthan (+7). BJP is widely believed to be the potential beneficiary of redistribution of seats to States based on 2026 population. In a stunning act of self-denial, the NDA government came forward to freeze the current share of States based on the 1971 census data. There could be many reasons for BJP committing to such a freeze - putting the nation above the party, paving the way for expanding their footprint in the South, or avoiding a divisive issue when the nation has to focus on growth and prosperity in the face of global challenges. Whatever be the motivation of BJP, the seven States that lost share of population are offered an unexpected gift. You don't look a gift horse in the mouth! Surprisingly, the parties which have great stakes in the South and East have scored a spectacular self goal. This is a classic case of cutting the nose to spite the face. In 2001, as the freeze in seats was expiring, I was deeply involved in persuading the then Vajpayee government to continue the freeze in the number of seats allocated to States for another 25 years. An unwieldy coalition and the economic challenge posed by external sanctions after the Pokharan explosion demanded national unity, and the parties responded with the 84th Amendment. Now again a priceless opportunity arose, and the Opposition squandered it without any strategic thinking. If political animosity makes you oblivious of your own interest, or larger interests of fostering unity and focusing on growth and harmony, it is a sign of dysfunctional politics. I appeal to all parties to come together and find a harmonious solution to the thorny problem of seats allocation in the face of demographic imbalances. National unity and our quest for opportunity and prosperity for all demand a fair and swift resolution. In the long run migration will resolve the imbalances. Already millions of migrant workers are building and sustaining the economies of several States in the South, West and North. That is why, despite low fertility rate, Maharashtra's share of the population is increasing. In the US, dramatic internal migration changed the demography and representation over the years. People move freely to States where there is growth and jobs are created. In a century, Florida increased its representation in the US Congress from 4 to 28, California from 11 to 52, Texas from 18 to 38, and Washington from 5 to 10. Owing to outward migration, New York lost seats, from 43 to 26, Pennsylvania from 36 to 17, Illinois from 27 to 17, Ohio from 22 to 15, and Missouri from 16 to 8. We should make it easy for people to migrate to other States and recognize and respect their constitutional rights everywhere and make their life easier and safe. That will resolve our demographic challenges. Most states reached low fertility levels, and Bihar, UP, MP, Rajasthan and Jharkhand too are going to reach there in a few years. We need a reasoned and pragmatic approach to grow together and become strong. Let us persuade parties to shed inflammatory and divisive rhetoric and focus on quality education and skills and opportunities for all.

Modi ji offered a way to @mkstalin to increase Tamil Nadu’s Lok Sabha seats from 39 to 59… DMK rejected that offer… Now Modi ji is left with no choice, as per constitution, but to do delimitation on the basis of population after 2026 census which means TN’s seats will reduce to 33! In one stroke, DMK & Congress reduced TN seats today from 59 to 33 today! DMK did not just harm Tamil Nadu, but it harmed the whole of South India as well as all women of India… Shame on DMK & Pappu Gandhi! @annamalai_k
