What this really means is the cost didn’t disappear, it was redistributed, hidden, subsidized through taxation, shifted onto insurers, or passed onto everyone else through higher premiums and prices.
Politicians love price caps because they let them pretend they created affordability while obscuring who actually pays. Reality doesn’t vanish because a law says so. Someone still covers the cost.
