I am deeply humbled to announce that the Minister of Education, Hon. Moyo, and the Leader of Government Business, Hon. Ziyambi, have graciously agreed to adopt my proposed amendments to the ZIMSEC Amendment Bill (H.B. 4, 2025). This is a monumental win for transparency, fairness, and the rule of law in our education system. I extend my sincere gratitude to the Minister and Hon. Ziyambi for their openness and spirit of collaboration in strengthening this Bill for the benefit of all Zimbabweans. I also thank my fellow Members of Parliament for their unanimous support in passing these crucial changes. Here is a summary of the key clauses I fought for that will now form part of the Act: CLAUSE 4: A Balanced & Constitutional Board We have successfully amended the composition of the ZIMSEC Board to include two persons with substantial experience in primary and secondary education, pedagogy, or curriculum development. · Why this matters: For the first time, we guarantee that classroom teachers and curriculum experts have a seat at the policy table. Furthermore, we have embedded Constitutional compliance into the Act, ensuring the Board reflects gender balance and regional diversity as mandated by Sections 17 and 18 of our Constitution. CLAUSE 8: Protecting the Innocent while punishing Cheats Hard We have refined the offence clause to ensure that while we punish cheats severely, we do not criminalize innocent citizens. · The Fix: We introduced the requirement of acting "maliciously or for gain" to secure a conviction for fraud. · Increased Penalties: We have successfully pushed for stiffer sentences for those caught cheating or trafficking in examination material. Offenders now face a fine not exceeding Level 14 or imprisonment up to five years, or both. This sends a clear message that exam fraud is a serious economic crime that will not be tolerated. · The "Forgery" Protection: Crucially, we inserted a proviso stating that no person shall be guilty of an offence solely by reason of disposing of or destroying a document after discovering that it is forged or altered. · Why this matters: This closes a dangerous loophole that could have seen an employer or individual prosecuted simply for tearing up a fake certificate upon discovering it was forged, while ensuring real criminals face the full wrath of the law. I thank the teachers' unions and education stakeholders whose invaluable input shaped these amendments. Your voices have been heard and turned into law.
