@BrugesGroup A refugee/asylum seeker/economic migrant living under a plastic sheet in a bit of scrub land near calais in January, having fled people who want to chop their heads off, are going to think "hmm, best not go to UK because they'll ship me off to Rwanda?"

As for the cost of flying illegal migrants to Rwanda, the point of the scheme is to act as a deterrent. The better the deterrent; the fewer the people will come; the lower the long-term cost. Like any other long-term strategy, it takes a bit of upfront capital investment.
