Therein lies a tale. It was not just east v West. Treaty of Tordesillas (1494) defined it as a line a certain distance West of Cape Verde in Africa, where Portugal already had a colony. That meridian passes through Brazil. So Cabral claimed Brazil for Portugal per the treaty.

The reason that Australia can have Polymer printed notes and India can't is because the economics of printing the notes won't be viable with India's low value notes in their current denominations. Australia's highest value note is $100 which is worth roughly Rs 6,500. Even their cheapest note ($5) is worth Rs 325. India's highest denomination, Rs 500, converts to barely $7.7. Polymer costs roughly $0.25 (Rs 16) per note to produce. India currently spends around Rs 2.3 to print a Rs 500 note. Polymer would push that significantly higher. And India circulates over 100 billion banknotes vs Australia's 2 billion. At Indian denomination levels, the polymer premium per note eats into a meaningful share of the note's own face value, especially for smaller denominations like Rs 200, Rs 100, Rs 50, etc.
