The Principal Secretary for Medical Services, Dr Ouma Oluga, today officially opened the 5th Smart Summit 2026 in Nairobi, calling for strengthened collaboration to harness technology in transforming healthcare systems.
The summit, held under the theme “Healthcare Technology for a Better World,” has brought together stakeholders from the public and private health sectors to explore innovative, technology-driven solutions for improving healthcare delivery.
In his keynote address, Dr Oluga emphasised the importance of partnerships in advancing innovation and strengthening health systems, highlighting key areas including investment, governance and regulation, capacity building, system integration and public-private collaboration.
He reaffirmed the Government’s commitment to promoting citizen-centred solutions and inclusive policy development to enhance access, efficiency and quality of healthcare services.

Principal Secretary for Medical Services Dr Ouma Oluga has called on health stakeholders to take decisive action in integrating health service delivery and strengthening domestic healthcare financing to build a resilient and self-sustaining health system.
Speaking at the ongoing 11th Health Integration Summit 2026 in Mombasa, Dr Oluga said the case for integrated health services is already well established, urging stakeholders to move beyond discussions and address barriers slowing progress.
“We have heard the data, the case studies, and from all stakeholders. The evidence for integration is not in question,” he said, calling on participants to leave the summit with clear, time-bound actions to accelerate implementation.
The Principal Secretary cautioned that declining donor support underscores the urgent need for Kenya to strengthen domestic health financing mechanisms to sustain essential services and reduce reliance on external funding.
He emphasised that the country’s goal is to build a resilient, integrated health system capable of delivering efficient, accessible and continuous care to all Kenyans.
Dr Oluga reassured the public that essential health services remain uninterrupted, including maternal care, immunisation and treatment for chronic conditions.
He noted that integration goes beyond clinical care, calling for stronger linkages between services such as tuberculosis screening, maternal health services and the management of non-communicable diseases, enabling patients to receive comprehensive care during a single visit.
The PS added that integrated systems would also ease the burden on health workers by reducing duplication and improving coordination across patient records, supply chains and community referral systems.
He further urged communities and patient advocates to demand accountability in ongoing health reforms to ensure equitable access to care and the removal of barriers that prevent patients from receiving services.
The Health Integration Summit, running from 15 to 19 March 2026, is convened by the Ministry of Health through the National AIDS and STI Control Programme (NASCOP) and has brought together stakeholders from national and county governments, civil society and development partners to strengthen collaboration and advance integrated service delivery in support of Universal Health Coverage under the Government’s Bottom-Up Economic Transformation Agenda.

Welcome to the Health Integration Summit 2026, convened by the @MOH_Kenya through @NASCOP, from 16–20 March 2026 in Mombasa, Kenya.
For many years, Kenya’s HIV response has been delivered through a largely vertical system with strong support from development partners, producing remarkable results. As the global health financing landscape evolves, we must now rethink what is achievable under emerging funding models, recognising that future resources may not match past levels.
This summit comes at a critical moment. Under the theme “Health Without Barriers for a Holistic HIV Response,” it provides a platform to chart a clear, practical and financed pathway for integrating HIV services into Primary Health Care (PHC) and advancing Universal Health Coverage (UHC).
It is also a timely response to donor transitions, growing domestic fiscal pressures, and the need to ensure a sustainable HIV response for the over 1.3 million Kenyans living with HIV. Together, we aim to define actionable steps that empower counties and strengthen Kenya’s health system for the future.

I extend my sincere gratitude to all who joined me for #PsOlugaThanksgiving celebration at Okela Primary School in Uyoma Village, Siaya County. Your presence made the occasion deeply meaningful and memorable.
I am particularly honoured by the support and fellowship of our Chief Guest, @WilliamsRuto, whose presence added great significance to the day. I also wish to express my appreciation to my boss and friend, Health Cabinet Secretary @HonAdenDuale; the ODM Party leader, Oburu Odinga; Kenya’s Ambassador and Permanent Representative to the United Nations Environment Programme (UNEP), Canon Dr Ida Betty Odinga; and the Head of Public Service, Felix Koskei, who led many public servants — including Cabinet Secretaries and my colleague Permanent Secretaries — in joining us for this special moment of gratitude and reflection.
I am equally grateful to the thousands of friends, colleagues at @MOH_Kenya, health professionals — including Community Health Promoters — and well-wishers who travelled from far and wide to celebrate with my family. Your prayers, encouragement and solidarity are a powerful reminder of the strength of community, service and faith.
Above all, I give thanks to the Almighty God for His grace, guidance and abundant blessings. This thanksgiving was an opportunity to reflect with humility on the journey thus far and to renew our commitment to serve our nation and communities with diligence, integrity and compassion.

I join the Nation in mourning the tragic loss of Emurua Dikirr MP Johana Ng’eno, Robert Kipkoech Keter, Amos Kimwetich Rotich, Nicholas Kosgei, Wycliffe Kiprotich Rono, and the pilot, retired Col. George Were — a pilot and a dedicated professional with whom I encountered in the course of my duties. My thoughts and prayers are with their families, friends and the people of Emurua Dikirr during this painful time.
As Chair of the Housing, Urban Planning and Public Works Committee, he led the passage of the Affordable Housing Act, 2024 — recognising decent housing as a key determinant of public health.
Back home in Emurua Dikirr, he championed the establishment of various health facilities including the Level 4 Hospital in Dikirr Town and facilitated the opening of a KMTC campus to help train future health professionals.
May their souls rest in eternal peace. Poleni sana.
