The EU has a wallet, but no way to fill it. It can decide where billions of euros go, but it doesn’t actually have the power to raise that money itself. Instead, it has to ask member states to pay up, which means our strategic autonomy is currently running on a trial version.

That is called "your ally did the work you wouldn't." Taiwan signed a $250B US investment pledge in January 2026. Built fabs in Arizona. Played by every rule America asked.
