Rule states: Interfering with an opponent by: Making an obvious action which clearly impacts on the ability of an opponent to play the ball. Sorry but making a defender track you impacts their ability to play the ball. You might disagree with the rule, but that is still quite literally the rule. It is just ignored every single time.
