"For many years, agricultural extension services have mainly relied on public institutions to provide farmers with agronomic advice, training, and support in crop and livestock production. However, the scale of our national agricultural ambition requires us to go beyond this. Public extension services alone cannot meet the growing demand for specialized, timely, and market-oriented advisory services. This is why the Ministry is emphasizing the strengthening of private-sector-led extension. It is essential because it complements public services and provides more tailored, responsive, and efficient support to farmers and agribusinesses. As we transform our agricultural systems, innovation and responsiveness are critical. This is why we are promoting a complementary approach where public and private extension systems work together. This is particularly important as production is no longer guided only by yield targets, but also by strong market orientation. Farmers need access to advisory services that support aggregation, market linkages, price negotiation, and value addition. In this process, extension services act as the bridge between policy and implementation on the ground. We need systems that ensure extension services are delivered by qualified, competent, and ethical professionals. This requires certification, continuous capacity building, and strong professional oversight. Yesterday marked an important moment for the future of agricultural advisory services in Rwanda, as stakeholders from government institutions, the private sector, academia, development partners, and farmer organizations came together for the National Policy Dialogue on Agriculture Extension and Advisory Services. The dialogue, organized by Rwanda Organization of Professionals in Agriculture Advisory Services in partnership with the Ministry of Agriculture and Animal Resources and key partners including Alliance for a Green Revolution in Africa, African Forum for Agricultural Advisory Services, and Global Forum for Rural Advisory Services, provided a platform to reflect on how Rwanda can strengthen and modernize its extension ecosystem. One clear message emerged from the discussions: the future of agricultural transformation will depend on professional, demand-driven, and market-oriented extension services. Participants emphasized the importance of implementing the Customized Agriculture Extension Services (CAES) model, which aims to improve how farmers access knowledge, innovations, and agribusiness support while strengthening collaboration between public and private actors in the agriculture sector. The dialogue also highlighted the role of extension services in supporting the operationalization of Food Basket Sites (FoBaSi), strategic production zones expected to improve productivity, strengthen value chains, and enhance food security across Rwanda. Beyond the discussions, the event helped build stronger partnerships among institutions working in agriculture and opened new conversations on how advisory services can better respond to the real needs of farmers.
