@AngryPets @JohannesVink I've had this issue repeatedly as well. Always with ephemeral tempdb.
our solution was to set both services to "delayed start" and that seems to resolve the issue.

@JohannesVink #sqlhelp This answer will sound weird BUT: double-check that the SQL Server Agent is starting AFTER the SQL Server Service.
I've seen this EXACT issue when: SQL Server can't start (e.g., put tempdb files on ephemeral EC2 disk), Agent starts, SQL restarts, jobs will NOT run.

#sqlhelp I've a SQL Server 2016 that sometimes after a reboot does not accept new jobs. The Windows service SQL Server Agent is running fine, but needs to be restarted. Nothing found in the logs.
Anyone that does recognize this behaviour or hints on how to investigate further?
