But the numbers tell a very different story: • Shared income tax revenues have surged from roughly $500 million in FY13 to over $1.4 billion in recent years • Phoenix and Tucson weren’t “held harmless”, they received a major ongoing revenue windfall • Tucson’s adopted budget grew from roughly $1.9 billion to nearly $2.4 billion in just a few years • Phoenix’s total budget grew roughly 35% from FY23 to FY26 • Even with record revenues and growing budgets, Phoenix still raised its transaction privilege tax, and Tucson asked voters for another sales tax hike That’s why we support SB 1745, because taxpayers deserve transparency and a vote before cities go back for more. ✅
