Yes in diplomacy, there are neutral protocols which are applied, to prevent cultural differences from preventing the regular international relations' matters to happen. Respecting these neutral protocols is not "not having a unique culture" but it is more of a "I try to respect everyone for the sake of good global governance".

I remember, about two years ago it took me days to drive one of my robots with a ps 4 controller using Ros Noetic. I don’t know about ros 2 (I hope it’s improved now) but with gamepad api it took me minutes.
