This is not "cultures". This is diplomacy. Yes in diplomacy, there are neutral protocols which are applied, to prevent cultural differences from preventing the regular international relations' matters to happen. I remember, about two years ago it took me days to drive one of my robots with a ps 4 controller using Ros Noetic. I don’t know about ros 2 (I hope it’s improved now) but with gamepad api it took me minutes.
