re the shelter component that skews regular CPI so heavily, I need to call a BLS economist, but I suspect you wanna replace just the “rent of primary residence” and “fuel and utilities” segments with RGB changes for that year

@ryankailath @nicolegelinas RGB staff is prepping a weighted real RGB index that takes into account what share of tenants take the 1-year and 2-year in each year (!)
And also rebasing the CPI dates to RGB's Oct-Oct guidelines from CPI's Jan-Jan calendar. So I'll have a precise measure before the vote

In NYC meanwhile, there's no nuance
In 2021 & 2022 we did the biggest real rent rollbacks in modern history. Regulated rents fell -5% in real terms!
Then our -0.5% & -0.8% real rollbacks in 2023 & 2024 were called big rent increases bc of money illusion

@aarmlovi @nicolegelinas I had to know, so I did it. This swaps in RGB guidelines for the "shelter" component in that year's CPI, at the appropriate weight given by BLS. There's probably an even better way to do it by isolating certain components of shelter, but it's Friday : )

that might be best approximation of rent regulated tenants’ actual purchasing power changes
