PLU STATEMENT The chairman of the Patriotic League of Uganda (PLU) Gen. Muhoozi Keinerugaba, has issued the following numbers to PLU members. These numbers reflect the historic role played by each member in the founding of the organization and also their seniority. PO stands for Patriotic Officer. The numbers (for now) cover members of the Central Committee, the top governing body of the organization. More numbers will be issued in due course for none CC members. A GOOD SEASON OF POLITICAL ECONOMY-PSST Appearing on #NBSMorningBreeze today, PSST Dr. @rggoobi said, “We are very happy that contrary to what people thought, we have had a comfortable year in terms of economic fundamentals.” He said inflation has remained stable, the shilling has strengthened and investors have continued to bring money to Uganda to the tune of USD 3.5 billion for foreign direct investment and USD 1.7 billion for portfolio investment. The receipts from tourism amounted to USD 1.8 billion while remittances brought in USD 1.5 billion. Dr. Ggoobi said Uganda has enjoyed a surplus balance of payments in this election year, and the highest in the last 15 years to the tune of USD 2.37 billion. “The main source of this strength is financial account,” said the PSST adding that the good performance has given the economy a vote of confidence. He said export receipts- both merchandise and services by end of September 2025 amounted to USD 14.4 billion. The PSST said export diversification beyond the traditional exports like coffee has boosted Uganda’s exports, adding that 34 new products have been added to Uganda’s export basket in the last 15 years. Dr. Ggoobi also gave assurance that the amount of money circulated during election season will have no impact on the economy because it was already in the base and is chasing the available goods. He also noted that the country has built the capacity to stop illicit money from coming to Uganda. Regarding Oil, the PSST said, Uganda is expecting its first oil in the second half of this calendar year 2026, adding that this oil money has been programmed to be spent on infrastructure development. Commenting on the status of Uganda Airlines, Dr. Ggoobi said, there is going to be a turnaround in the management of the airlines to improve its services, adding that the process has already began and a new CEO will be recruited soon. He said the budget for next FY 2026/27 and indeed the NDP IV will give priority to ATMS and the Enablers which include; roads, electricity, railway, industrial parks and more revenue collection among others. #TenfoldGrowth #EconomicFundamentals #FirstOil

Yesterday, President @realDonaldTrump signed into law legislation reauthorizing the African Growth and Opportunity Act (AGOA) through December 2026, conditioning eligibility on sustained progress toward the rule of law, political pluralism, due process, human rights protections, and open trade and investment policies. Uganda which is lobbying to be reinstated continues to face concerns over election credibility, lack of civil liberties, gross human rights violations, political oppression, torture and abductions, weak judicial independence, and entrenched corruption, shortcomings that undercut its case for reinstatement. @ChrisCoons, @JasonSmithMO If AGOA is meant to reward reform, what evidence does Uganda (@Odrek_Rwabwogo) present that it now meets the threshold for reinstatement? Aviation is the most highly regulated industry in the world, governed by strict safety, economic, and operational frameworks. From my MBA dissertation on “Management Challenges in African Airlines ” to advanced training in “Political and Economic Reforms ” at Harvard Kennedy School, one lesson stands out clearly: aviation does not dovetail with institutional bureaucracy. It requires speed, precision, capital depth, and highly efficient systems. Startup and restructured airlines demand deep pockets, predictable funding, and robust governance frameworks. Without these fundamentals, even the most patriotic national carrier struggles to survive, let alone compete. Airlines are not ordinary public institutions; they are capital intensive, high-risk, margin sensitive enterprises that must be managed commercially, not administratively. Uganda Airlines therefore sits at a critical inflection point. With internal restructuring, institutional reforms, and effective corporate governance, the airline can transition from survival to sustainability. Clear separation between ownership and management, empowered leadership, and performance-driven systems are non-negotiable.Uganda’s fundamentals are strong. As a landlocked country, air transport is not a luxury but a strategic economic lifeline. Combined with one of Africa’s most diverse and premium tourism offerings, a well-run national airline becomes a catalyst for trade, tourism, connectivity, and national branding. The future is promising, but success will be determined by choices made today: disciplined governance, professional management, and respect for aviation economics. If these pillars are firmly in place, Uganda Airlines can rise commercially viable, operationally credible, and regionally competitive.
